Mr. Speaker, Canada welcomes foreign investment. It gets our enterprises in the global value chain. There are huge opportunities. If we follow their radical agenda, everything would be lost from the outset. It is not a responsible approach to try to impose a $21.5 billion carbon tax on the shoulders of Canadians and to have a plan to tax everything. Everything would be lost. The economy would be lost and families would lose.

Mr. Speaker, that is completely false. After coming to power, in 2007, we clarified guidelines for foreign state-owned corporations. In 2009, we established national security provisions.

On the one hand, we have the radical NDP who would block virtually any kind of transaction in this country; on the other hand, we have the Liberals who would blindly approve anything, as we heard last week.

Canadians can count on a responsible government that will study the merits of proposed transactions on a case-by-case basis, and make decisions that are in the best interests of Canadians.

Mr. Speaker, we have improved the act and the NDP has virtually opposed everything we have done. For example, providing new provisions on national security, it opposed that.

On one side is the NDP that would stop any form of foreign investment in the country and on the other side the Liberal Party would rubber stamp any form of investment, as we heard last week.

Canadians can count on a responsible government to ensure that each transaction is carefully scrutinized. This is exactly what we are doing in the best interests of Canadians.

Mr. Speaker, on the contrary, our government is being responsible. On the one hand, we have the NDP who would object to any type of foreign investment because, based on its agenda, it opposes trade. On the other hand, we have the Liberals who would blindly welcome any type of foreign investment.

I can assure the House that Canadians can count on a responsible government, one that takes the time to very carefully study the merits of transactions on a case-by-case basis.

Mr. Speaker, when it comes to foreign investment, we know that at the extreme end of the spectrum, the NDP will block everything. The NDP will block every proposed transaction in this country. On the other side, there are the Liberals who rubber-stamp every single form of investment in this country.

Fortunately, Canadians can count on their responsible government, which is always acting in their best interests. That being said, we always scrutinize the transactions closely and will continue to do so.

Mr. Speaker, with regard to the proposed transaction, we will act in the best interests of Canadians. We are going to take as much time as we need to carefully assess the transaction in order to ensure that it will provide a net benefit to Canada.

What is not in the best interests of Canadians is to propose a $21.5 billion carbon tax and then oppose measures to lower taxes for Canadians, lower the GST and lower taxes for small businesses to an all-time low of 15%.

The NDP is opposed to practically everything. That would kill the economy and is not in the best interests of Canadians.

Mr. Speaker, first, with regard to the review, we will act in the best interest of Canadians.

We welcome foreign investment and we believe in it. It can put out enterprises in the global value chain and it creates jobs and growth for the economy.

However, if we were to follow the NDP policy, everything would be lost from the outset, with a $21.5 billion carbon tax and an anti-trade and high-tax agenda. We will not go there.

Every decision that will be made regarding foreign investment will have to prove net benefit for Canada. This is exactly what we are reviewing. We take the time to fully scrutinize a proposed transaction to ensure that a decision is made in the best interest of Canadians.

Mr. Speaker, what is not credible is the opposition trying to politicize these reviews. With those members' anti-trade, job-killing agenda, this is what we will not do. What we will do is to evaluate whether these transactions are likely to provide a net benefit for Canada, always in the best interests of Canadians.
