[Restoring Mail Delivery for Canadians Act, June 24th, 2011]

Madam Speaker, I listened intently to my colleague's speech and I find some of it very misleading. She seems to want to portray the action the government is taking as unusual.

I would like to recount to her a bit of the recent history. In 1978, there was back to work legislation. In 1987, there was back to work legislation. In 1991, there was back to work legislation. In 1997, there was back to work legislation.

The reason is we have two parties that have a history of not settling. These are two opposite sides that have had over eight months to come up with some type of agreement. They have had numerous meetings with the minister. They have been given every opportunity to come up with an agreement.

The real question that Canadians want answered is, how long is the NDP going to allow these two parties, together, to hold Canadians hostage?

Madam Speaker, I welcome my colleague, another chiropractor, to the House. Perhaps we could work on straightening this thing out by aligning both parties so we can come to some resolution.

In the big picture of things, this is what the government is trying to do. We have looked at the disagreement between the two parties and we have seen two parties that cannot come to an agreement. We have seen rotating strikes, which has cost Canadians over $100 million. There has been a lockout. Obviously these two sides cannot come to together.

What would the member do with the rest of the workers in Canada? The calls I am getting in my office are from seniors and people on disability who require their cheques, and small businesses that are relying on cheques going back and forth consistently in order to pay their bills. Small business is now responsible for the employment of most Canadians.

We are trying to end this now as quickly as possible, get everybody back to work and have a reasonable solution. Unfortunately, the NDP want to keep us here. I should be in Oshawa today for 11 o'clock. We are celebrating Saint Jean Baptiste Day too. I find it very disrespectful.

We need to work together and help continue this recovery. What would the member say to those--

[Resumption and Continuation of Postal Services Legislation, June 23rd, 2011]

Madam Speaker, I just heard one of the member's colleagues talk about reality. Well, I would like to talk to her about the reality in my riding and some of the calls I am getting at my office.

I am getting calls from seniors who are worried about strike's effects on the cheques they need, if the strike is prolonged. I am getting calls from people with disabilities who are worried about having their cheques delivered. I am getting calls from small businesses that are relying on cheques coming into their offices so they can pay their employees.

We are just exiting one of the worst recessions in history. I would like the member to tell my constituents, the people who are real to me, what she is going to say to them when they are depending on that postal service to provide jobs in my community. What is she going to say to them?

Mr. Speaker, I can assure the member and Canadians that we are up to speed. We encourage manufacturers to submit pediatric information and to introduce an additional six-month data protection for drugs if they are filed for pediatric indication. In addition, our government created an independent pediatric expert advisory committee to provide advice on the development, licensing and vigilance of products.

Mr. Speaker, I want to assure the member and all Canadians that we have one of the safest drug approval systems in the world. We have made significant investments in the Drug Safety and Effectiveness Network. As well, our government also created MedEffect Canada, a one-stop resource for health product safety information and adverse reaction reporting.

Mr. Speaker, I want to thank the member for Barrie for all of his good work on the mental health issue.

On behalf of the hon. Minister of Health, I am pleased to inform the House today that our government announced a significant investment to support a mental health project for school-aged children. Today's funding announcement will go toward improving the emotional and social health of children aged 6 to 12 years of age, as well as parents, teachers and community partners located in 25 schools in Nova Scotia, Manitoba and Alberta.

This project is part of our government's investment to understand what works best to promote positive mental health among vulnerable populations across Canada.

Mr. Speaker, our government recognizes the importance of affordable access to drugs as part of a quality health care system, and we work with the provinces and territories, who are responsible, by the way, for deciding which drugs are publicly covered.

That is why we have consistently increased transfers to the provinces and territories by over 30% since we formed government, so they can continue to meet the health care needs of their residents.

Mr. Speaker, I listened to my colleague's speech and, unfortunately, the partisan smears and attacks, and they were beneath the member who I have worked with in the past. I am surprised at this partisan motion that has been brought forward when Canadians are faced with some of the toughest economic challenges they have had this century. We could be spending our time talking about how we could be improving the economy and yet the Liberals bring forward this motion.

Since she has decided to raise this issue, I have a question for her. Historically, not too long ago we had something called the Gomery inquiry. Out of that inquiry, we found that there was something called the “ad scam” and the Liberal Party was forced to pay $1 million back to the Canadian people. However, we are still waiting to find out what happened to the other $40 million.

I was hopeful today that the member could update the House on what the Liberal Party is actually doing to find that $40 million that is still missing and what she has done personally to encourage her leader to bring it forward so Canadians can know where their tax dollars have gone.

Madam Speaker, I do want to thank my colleague for her speech. I know she was speaking quite passionately. I have worked with her in the past and I know she does hold herself in the highest ethical regard, as well as this entire House.

The member wanted to go back in time, and I was wondering if I could remind her of an historical fact. There was something called adscam or scandale des commandites and something called the Gomery inquiry. It was an ongoing inquiry into the misappropriation of funds. There were some results that came about after that inquiry. I believe the Liberal Party had to return $1 million to the Canadian taxpayers.

My question to the member is, can she outline in detail what the Liberal Party has done to recover the other $40 million? Has she done anything personally to encourage her leader to recover this money that was lost to Canadian taxpayers because of a scandal that occurred under a previous government's watch?

I think we would just like to have an update to see how that is coming along.

Mr. Speaker, what is shameful is that the NDP members had every opportunity. When we offer transfers to the provinces, those members vote against everything in health care.

As the member knows, the delivery of heath services is the prerogative of the provinces and we work closely with the provinces and territories to ensure they have the resources to deliver those services.

She and her entire party should be ashamed that they vote against every opportunity to give more money to the provinces to provide more doctors, more services and more medication to the people of Canada who need it. That is their record.
