Mr. Speaker, what is shameful is that the NDP members had every opportunity. When we offer transfers to the provinces, those members vote against everything in health care.

As the member knows, the delivery of heath services is the prerogative of the provinces and we work closely with the provinces and territories to ensure they have the resources to deliver those services.

She and her entire party should be ashamed that they vote against every opportunity to give more money to the provinces to provide more doctors, more services and more medication to the people of Canada who need it. That is their record.

Mr. Speaker, I would like to thank my colleague for the question. It is obvious that the NDP and its members do not understand our country's health care system. At every opportunity, the member has voted against giving money to the provinces.

With regard to the Senate, as we know, having recently completed a detailed and objective review of H1N1, the Senate committee has displayed the expertise, the resources and the access to witnesses required to do a thorough and independent report of the progress in the 2004 accord.

[Canadian Athletes, February 17th, 2011]

Mr. Speaker, this past weekend, our Canadian athletes had outstanding performances on the world stage.

Erik Guay of Mont-Tremblant won gold in men's downhill skiing at the FIS World Championship in Germany. This is the second time in a row that a Canadian has won this title.

Calgary's Alex Gough became the first Canadian and the first non-German in 13 seasons to win a World Cup luge race. Gough is one of the many young Calgarians who had the opportunity to get involved in winter sports because of the outstanding legacies of the 1988 Olympics.

On Sunday, Milos Raonic of Thornhill became the first Canadian to win an Association of Tennis Professionals championship in 16 years. Mr. Raonic's victory against defending champion, Fernando Verdasco, featured serves that clocked at 240 kilometres per hour.

Our government is proud to support our athletes, and in fact the current levels of support are at the highest ever in Canada. We congratulate our athletes on these tremendous accomplishments.

Mr. Speaker, our government is concerned about the rising prevalence of overweight and obesity among youth. As the member mentioned, we are taking action.

We recently launched an educational advertisement campaign to deliver health and safety information to Canadian parents. Only yesterday, the Heart & Stroke Foundation of Canada commended our work, saying that Health Canada and the minister hit the mark with the recently launched children's health and safety campaign.

When it comes to the health and safety of Canadians, this government is getting the job done.

Mr. Speaker, I repeat that we do support the law of the land, the Canada Health Act. Charging patients for insured health services is not consistent with the Canada Health Act. Provinces and territories are responsible to ensure that the delivery of insured health care services are done in compliance with the act. They have the responsibility to follow up on these accusations. The minister has asked her officials to assess these situations as they come up.

Mr. Speaker, as the member knows, our government is committed to a universal and public health care system. We support the law of the land, the Canada Health Act. That is why we have increased transfers to provinces and territories by more than 30% since we formed government, so they can continue to meet the health care needs of their residents. We have also invested significant project funding to communities across Canada.

Madam Speaker, it was interesting to hear my colleague say that this should not be partisan. I agree with him. Unfortunately, we all heard his speech and it seems he cannot make one speech in this House without being partisan. It seems that it is only when the Liberals are guilty of a misdeed that he does not want to be partisan. However, I digress.

The member talked about honour, sacrifice and the rights of individuals to their property. He said that the consequences of this were not intentional. I put forward to the House that expropriation is very intentional. It is something that the government does intentionally.

The member said that it happened in another era. The Liberals were last in power in 2005 and 2005 was not a different era. The Liberals were in power and did not offer any gestures, much less an apology. Why?

Madam Speaker, I listened carefully to what my colleague had to say.

Some of the comments made by my Liberal colleagues in the House are interesting and fairly outrageous. This happened under the Trudeau government when Jean Chrétien was the environment minister.

Since we became government, my colleague from Lévis—Bellechasse has moved forward on this issue to get passes for families so they can get back into the historical settlements to be part of that history.

After 13 long years of a government, to which some of those Liberals belonged, could my colleague from the Bloc tell the House what it did to acknowledge this travesty that happened in the past? What did the Liberals do to bring some closure to the families that were affected? We are all aware that decisions were made in the past and our government is taking action. We are trying to do what is right.

Could the member let the House know what the Liberal government did for the families that wanted some closure?

[Highway 407, February 9th, 2011]

Mr. Speaker, in 2007, with the Government of Ontario, the Government of Canada announced the FLOW initiative to improve transit and strengthen the economy in the GTA. This initiative included a written commitment to extend Highway 407 from Brock Road in Pickering to Highway 35-115. The Government of Ontario agreed to a fixed completion date of 2013.

However, in June, the Government of Ontario announced that the extension would only be completed on an “as needed basis”.

This extension is extremely important for Oshawa and the GTA. It would ease the traffic burden currently held by Highway 401 and would assist in job creation and encourage private sector investment in Durham region.

The failure to extend Highway 407 in a single phase will greatly increase the amount of heavy traffic congestion on the streets of Oshawa and cause unbudgeted road infrastructure expenditures in excess of $300 million.

This is unacceptable to the city of Oshawa and I, along with the residents of Oshawa, demand that the Ontario government live up to its promise and complete this project.

Mr. Speaker, I want to thank my colleague for his speech. However, I most certainly disagree with what he is proposing. As a matter of fact, I would like to quote a member of this House who said:

—we cannot increase corporate taxes without losing corporate investment. If we lose corporate investment, we have a less productive economy.... That means fewer jobs. That means more poverty.

Would members like to know who said that? It was the member for Kings—Hants.

I come from Oshawa, and right now our largest employer, General Motors, is just coming out of a bankruptcy and is restructuring. In Ontario's economy there are many manufacturing corporations that, as we speak, need every ounce of those dollars to reinvest in productivity. They need those dollars to reinvest in pensions and benefits.

I ask the member if he disagrees with Ontario's finance minister, Dwight Duncan, who said that scrapping such a big slice of corporate tax cuts would hurt the fragile economic recovery by raising taxes on the struggling forestry and automotive sectors. He stated:

It is about the most short-sighted, dumb public policy pronouncement one can envision.

He said that just two weeks ago.
