Mr. Speaker, pursuant to Standing Order 34(1), I have the honour to present to the House, in both official languages, the report of the Canadian delegation of the Canada-Europe Parliamentary Association respecting its participation at the meeting of the Committee on Economic Affairs and Development of the Council of Europe Parliamentary Assembly at the Organisation for Economic Co-operation and Development, OECD, at the third part of the 2010 ordinary session of the Parliamentary Assembly of the Council of Europe held in Paris and Strasbourg, France June 18 to June 26.

[Standing Committee on Public Safety and National Security, October 7th, 2010]

Mr. Speaker, during Monday's meeting of the Standing Committee on Public Safety and National Security, some committee members expressed their displeasure with the actions of the NDP member for Vancouver Kingsway.

Could the chair of the Standing Committee on Public Safety and National Security please inform the House of these antics and update the members on future committee business?

Mr. Speaker, one of the issues in this debate is the penalty if someone does not complete the long form census. Does the member think that someone should be incarcerated or fined in the event that he or she does not complete the long form census?

[Caledon Fair, June 8th, 2010]

Mr. Speaker, I am pleased to rise in the House today to recognize the 150th anniversary of the Caledon Fair. This annual celebration of agriculture, community and family has become a cherished tradition for the residents of Dufferin—Caledon and surrounding areas.

Since the fair first begin in 1860, it has honoured agricultural excellence and represents all that is rural Canada. Today families can still enjoy livestock shows and home craft displays. However, new and exciting additions to the fair include the Caledon Idol, truck and tractor pulls and a midway.

I would like to sincerely thank and congratulate the Caledon Agricultural Society, especially Anne Ward and Clarence Pinkney, as well as the directors, members, volunteers and our community for successfully and enthusiastically preserving this family tradition for 150 years. Their efforts, hard work and dedication are deeply appreciated.

I encourage everyone to travel to Caledon Village on the weekend of June 11 to 13 to enjoy some outstanding family fun.

[Petitions, June 1st, 2010]

Mr. Speaker, I have a petition with signatures from 192 constituents in my riding of Dufferin—Caledon. They are opposed to assisted suicide and euthanasia, and want suicide prevention programs to be strengthened.

They have asked that Parliament retain section 241 of the Criminal Code without changes in order that Parliament not sanction or allow the counselling, aiding or abetting of suicide whether by personal action or the Internet.

Madam Speaker, I would like to congratulate the member for Westmount—Ville-Marie for his comments.

There is an article in the May edition of the periodical, Policy Options, from which I am going to read a brief quote on this subject. It talks about Quebec separation:

In the spring of 2010 it does seem almost like an afterthought, not a centrepiece. The Bloc Québécois Leader...on the verge of retirement, has completed a curious tour of English Canada explaining how much he loves Canada. That his enthusiasm to divide Canada is simply a product of his greater love for Quebec, is his pretzel logic. Bloc founder Lucien Bouchard publicly flails his former colleagues and declares that there is no prospect of a separate Quebec in the foreseeable future. Parti Québécois Leader Pauline Marois may be competitive in Quebec provincial politics, but her increasingly desperate defence of the separatist vision appears to flirt dangerously with racial/religious identity.

I wonder if the member has any thoughts on that passage.

[Criminal Code, May 3rd, 2010]

Mr. Speaker, I always enjoy the remarks made by the member for Windsor—Tecumseh. He has talked about a whole bunch of things, some of which apply to this bill and some of which do not.

The real issue is very narrow. The government is not eliminating conditional sentencing. What it is suggesting in this bill is eliminating conditional sentencing for serious and violent crimes. Some of them are listed: aggravated assault, human trafficking, luring a child, street racing causing death, arson, fraud, counterfeiting, most auto thefts and extortions. I cannot believe that anyone in the House would say that those particular offences should be subject to conditional sentencing. I do not know why we are even getting into that.

My question to the member is on this very narrow issue. Does he agree that those particular charges should or should not apply to conditional sentencing, if someone is found guilty?

[Income Tax Act, April 21st, 2010]

moved for leave to introduce Bill C-515, An Act to amend the Income Tax Act (release of taxpayer's notices of assessment).

Mr. Speaker, I am pleased and honoured to rise in the House today to introduce a bill to amend the Income Tax Act with respect to the release of taxpayer information. This is seconded by the member for Kildonan—St. Paul.

This bill would require the minister, upon a court order, to provide a taxpayer's notices of assessment to any person to whom the taxpayer has a legal obligation to make child support payments.

The bill is in response to the many single parents who continue to struggle to receive child support payments they are entitled to from those who have a legal obligation to provide such payments.

This change to the Income Tax Act would ensure delinquent parents can no longer evade their responsibilities by hiding behind a provision. It is the right thing to do for children and responsible parents who are rightfully entitled to this support.

[Business of Supply, April 20th, 2010]

Mr. Speaker, my colleague from the Bloc Québécois has spent a great deal of time talking about the past. She also made an interesting statement toward the end of her intervention, which was that we should protect the provinces whose population is declining. So I maintain she should be looking in the future. If any other province in this great country decided to say its population was increasing, in other words, if the roles were reversed to what she is saying Quebec is now, if a province was to be guaranteed even though its population may decline, would she agree to that? Or would she simply say no, it is all about Quebec?
