Mr. Speaker, I have the honour to present, in both official languages, the 13th report of the Standing Committee on Citizenship and Immigration entitled, “Recognizing Success: A Report on Improving Foreign Credential Recognition”.

[Criminal Code, November 23rd, 2009]

Mr. Speaker, I listened to the arguments of the opposition to this bill and it all seems to be about the offender. Every last bit of it is about the poor offender who committed these terrible crimes like murder, and yet we are talking about releasing them early.

Not enough time is being spent in this debate on the victims. There are all kinds of people who have said something about the victims. There have been some comments made here in the House. One was made by Teresa McQuaig, whose grandson, Sylvain Leduc, was murdered on October 28, 2009.

I was at the parole hearing for Clifford Olson. For 25 years, he was applying for parole. Two years went by so quickly and it was time to go back again. I remember saying to Sharon Rosenfeldt, “My God, is it two years already? You are going to go through this hell all over again tomorrow”.

It is so hard on victims, it is not fair. Five years, I think, would be reasonable.

Is my colleague going to give any consideration at all to the families of the victims, not to the offender?

Mr. Speaker, I have the honour to present, in both official languages, the 12th report of the Standing Committee on Citizenship and Immigration. Your committee has considered Bill C-291, An Act to amend the Immigration and Refugee Protection Act (coming into force of sections 110, 111 and 171) and reports it without amendment.

Mr. Speaker, the second petition is signed mainly by members of the constituency that I represent, Dufferin--Caledon.

People are concerned about animal cruelty. They petition the government to support a universal declaration on animal welfare.

Mr. Speaker, I have two petitions. The first is signed by constituents of my riding of Dufferin--Caledon asking members of Parliament to support Bill C-391 which will abolish the long gun registry system, because it is a costly and ineffective program.
