With regard to the operation of the Canadian Tourism Commission for the past ten fiscal years: (a) what has been the government's contribution for each year; (b) what amount of money was earmarked for administration; (c) what amount of money was earmarked for marketing as a whole for (i) special projects, (ii) targeted countries or regions within an area, (iii) targeted events; (d) how much money was spent promoting specific special events within Canada such as the 2010 Olympics and what was the breakdown of how the marketing money was spent; (e) how is the efficiency of this marketing spending determined; and (f) what criteria are used to determine if a specific event, destination, or targeted country or area should receive marketing dollars?

Mr. Speaker, in view of the events in the National Hockey League in relation to the Chara-Pacioretty incident, for example, and what is happening with Sidney Crosby, I would ask for the unanimous consent of the House to move the following motion: that the House condemn the National Hockey League for not taking action to crack down on unnecessary, dangerous physical play that occurs during games and that jeopardizes the health of NHL players, and call on league managers and the players’ association to take action to put a stop to this scourge.

Mr. Speaker, even worse, it was this same Prime Minister who wrote a guide that gives specific instructions to his ministers. They are obligated to stand up—yet that minister will not stand up—not only to set the record straight but also to speak the truth when answering parliamentarians' questions. Yet he continues to defend the minister. As if that were not enough, now it is no longer her fault; it was done by a mechanical arm. We are not puppets here. The great filmmaker Claude Lelouch said “Lying is an option that anyone can choose, but we always pay for it one day.” That day has arrived.

When will he fire the minister?

Mr. Speaker, my question is for the Prime Minister. What is worse: a minister who leaves some cabinet documents at his flavour-of-the-month girlfriend's house, or a minister who doctors and falsifies ministerial documents and who knowingly misleads the House? The Prime Minister did not hesitate to destroy the political career of the member for Simcoe—Grey based on false allegations. Now we are talking about facts.

Why is that minister still in cabinet? Is it because he asked her to do it?

Mr. Speaker, as I predicted, there is an example of a Conservative platitude.

Not only do the Conservatives have problems with transparency, but they also have problems with the mail. In the $2.2 billion harmonization file, the Minister of Finance is saying that he is still waiting for documents, although Minister Bachand sent them a long time ago. That is the new excuse of the month, one also used by his colleague from the Quebec City area: we are waiting for the documents.

Why not sign the proposed agreement in principle that he has received from the Government of Quebec? Have the Conservatives already written off Quebec?

Mr. Speaker, that is why people are now saying they are fed up with this government.

Ever since they were elected, the Conservatives have made lack of transparency and secrecy their trademark. Even cost projections have become state secrets. How much will the megaprisons cost? Their answer is that they cannot say. Worse yet, they keep using platitudes, telling us to wait and see, that it will not be much longer, to be patient and they will have an answer.

Are the Conservatives afraid to open their books and prove Kevin Page right because they are heading straight for a structural deficit?

[Situation in Egypt, February 2nd, 2011]

Mr. Speaker, we talk about democracy, I think Mr. Mubarak has to leave now. We talk about stability. There may be a domino effect with what is going on right now.

We salute the people of Egypt, like the people of Tunisia, for their democratic revolution. I agree that Canada has a role to play. I do not want to talk about consular affairs. I want to talk about what the role of Canada should be to help the Egyptians and the region accomplish those reforms.

I would ask my colleague what she perceives to be the role of the Government of Canada and what it should do to improve that role.

Mr. Speaker, I would like to thank my colleague from Pierrefonds—Dollard who is very much aware of geopolitical issues and knows Egypt well.

Like the other members of the House, my thoughts go out to Sylvain Castonguay, the Radio-Canada cameraman who, unfortunately, was attacked while accompanying Jean-François Lépine. We hope that all is well with them.

I would like my colleague to tell me a little bit more about Egypt's constitutional situation. Basically, we have two key concerns. First, we want to ensure that Egypt can have a democracy; we stand in solidarity with the people. Second, we need to think about the major impact such a climate of instability and the domino effect may have.

I would like my colleague to explain the significance of the appointment of a vice-president. Will this help to solve the problem?
