Mr. Speaker, it is important to maintain this no fly zone in order—and I repeat—to protect the Kurdish and Shiite populations. It is important to protect these people.
We can see how Saddam Hussein treats his people. As they die of starvation, he continues to build homes and castles. Canada must take the stand it is taking today and has taken in the past.

Mr. Speaker, we think it important that Canada support the preservation of the no fly zone in Iraq for the protection of the Kurds and the Shiites. This is why Canada supported the bombing of military installations near the demarcation line.
Samuel De Champlain February 13th, 2001
Mr. Speaker, in 1604, Samuel de Champlain arrived in Acadia. He explored the coastline in the hopes of finding an ideal place to establish a colony. This was the start of a fine and great adventure.
As we approach the 400th anniversary of Champlain's arrival in America, I will undertake to make several statements in the House to focus on this great page of history.
Canadians, and more especially our young people, must remember all these facts and discover this great explorer, who, with other men and women, helped build the new land called New France.
Samuel de Champlain did not hesitate to go in search of his dreams. He was a true empire builder. According to author Samuel Eliot Morison, Champlain is one of the greatest explorers in history, probably the person who played the greatest role in the history of Canada.

Air Canada February 7th, 2001
Mr. Speaker, today we learned that Air Canada has undertaken a study which might lead to its providing unilingual English counter service as well as service on certain flights in western Canada.
Although Air Canada is a private company, we wish to remind Air Canada of its moral obligation, at the very least, to provide bilingual service on all its flights and those of its subsidiaries within the country.
The Liberal MPs wish to remind Air Canada that both official languages are greatly valued by Canadians in all parts of this Country and we expect Air Canada to respect all Canadians.
Foreign Affairs February 5th, 2001
Mr. Speaker, our Canadian embassy in Riyadh followed up with Saudi Arabian authorities immediately following the detention of Mr. Sampson in mid-December.
The Canadian ambassador to Saudi Arabia is supposed to meet Mr. Sampson in the coming week. We have pressed the Saudi authorities, both here and in Riyadh, the need to respect international norms in terms of consular access and the treatment of detainees.

Mr. Speaker, I repeat what I just said. The deputy minister has been asked to look into the matter and make a report, and as soon as the minister returns from Washington, he will receive that report so that we can begin implementing its recommendations.

Mr. Speaker, our primary concern is the safety of Canadians. As soon as the Minister of Foreign Affairs returns from Washington, the deputy minister will be making a full report to him on the circumstances leading up to the tragic events of January 27 of this year, including recommendations and positions in principle.
Gabrielle Bertrand October 18th, 2000
Mr. Speaker, today the City of Cowansville is preparing to pay tribute to an admirable woman who has made a great contribution to public life and to the people of Brome—Missisquoi: Gabrielle Bertrand.
From now on, the Cowansville library will bear her name, and will be known as Bibliothèque Gabrielle Giroux-Bertrand, in honour of this woman who has given so much of herself to the life and culture of the community.
Having the honour of knowing this great lady, I will never forget her determination, humanity, dignity and integrity.
I congratulate the city of Cowansville for this initiative and I have no doubt that Gabrielle Bertrand will continue to be a source of inspiration for all those who have had the privilege of contact with her.

Mr. Speaker, we hold, as we indicated in the latest throne speech, certain values in this country, and personal safety is one of them. This is something we advance in the world. We are obviously opposed to violence and we congratulate the Yugoslav people on their courage in very trying circumstances.

Mr. Speaker, the decision to extend the remand period is unacceptable for those prisoners. Canada believes that there is no legitimate reason for their continued detention, which is clearly motivated by political purposes.
We appreciate the efforts of the OSCE, the United Nations and our bilateral partners to help secure the release of the four men. We will continue to press the FRY authorities to secure their quick release.
