Mr. Speaker, we are very serious about this issue, and thanks to the efforts of this government Canada is now party to over 100 tax agreements, work that the OECD recently has praised. However, if the member opposite insists on comparisons, he should know that since 2006, Canada has obtained roughly twice the number of convictions for international tax evasion. We are tackling this problem.

Since 2006, we have audited thousands of cases and identified more than $4.5 billion in unpaid tax through our efforts in aggressive international tax planning. This is compared to just $174 million in the final year of the Liberals.

Mr. Speaker, the way that Canadians file their taxes is changing and we are changing to meet those needs. Taxpayers can still file on paper. Tax forms are available on request or at their local post office or at a Service Canada centre.

Last year more than 1.3 million packages were mailed out and never used. That is 80 million pieces of paper that ended up in the garbage. We do not think that is the best, most efficient use of our resources.

Mr. Speaker, with regard to part (a), since receiving the names and starting compliance action on the 106 Canadians whose names appear on the list of having accounts in Liechtenstein, none of them have been accepted under the voluntary disclosures program, VDP, with respect to accounts in Liechtenstein.

With regard to part (b), the Lobbying Act was established on August 5, 2009. The CRA’s own records on lobbying activities begin on September 2, 2009.

A search was completed of the CRA’s records on lobbying activities from September 2, 2009 to September 1, 2012, the end date of the last available quarterly lobbying reports. This completed search has indicated that no individuals or organizations have lobbied the Minister of National Revenue or CRA’s designated public office holders on matters relating to overseas tax evasion.

As I have said in the House before, changes to the Coast Guard will have no impact on our ability to provide the world-class excellent service that Canadians and mariners have come to expect.

There are more Canadian Coast Guard assets in Vancouver harbour than in any other harbour across the country.

Questions on the Order Paper December 10th, 2012

Mr. Speaker, this response is with regard to the fluctuation in the Canada Revenue Agency’s program activity architecture, PAA, for its policy, rulings and interpretations branch, referred to in the above-noted question.

Under the Softwood Lumber Products Export Charge Act, 2006, the CRA is responsible for collecting and administering the charge levied on exports of softwood lumber products to the United States and making disbursements to provinces of this amount, net of certain administrative deductions and litigation costs.

The fluctuation in the reference levels noted in the question relates to the softwood lumber, SWL, statutory disbursement to the provinces.

The variance noted in planned spending, from $353.8 million in 2012-13 to $69.2 million in 2013 14, is due to the fact that the 2013-14 planned spending represents only the program portion of the total planned spending and does not yet include SWL statutory disbursements to the provinces.

In the CRA’s response to Question No. 756, where information related to the CRA’s PAA was requested, it is important to note that all of the totals for previous years included an amount for these disbursements. The planned spending for 2013-14 will be consistent with prior year spending when the amount of these disbursements becomes available. This annual amount is received from the Department of Finance and will be included in planned spending when the 2013-14 main estimates are established.

Therefore, as this is a variance and not a “reduction in planned spending” as stated in the question, the CRA offers a nil reply to (a) to (d).
