Mr. Speaker, we certainly do regret when these kinds of unfortunate errors occur and the impact they have on Canadian families.

I have expressed my strong concern to the Commissioner of the CRA and I have asked the taxpayers' ombudsman to conduct an investigation into this issue to ensure things like this do not happen.

I can announce, however, that cheques will begin to flow to identified families by November 20.

Mr. Speaker, this is a very expansive report and it has very serious implications on a very important resource for British Columbians. We will carefully review the recommendations. We will work with our stakeholders and partners to take steps to ensure that the salmon fishery in British Columbia is sustainable and prosperous for years to come.

It was this government that called the commission of inquiry.

Mr. Speaker, we have invested significantly each year in west coast salmon research. We have also provided funding to upgrade about 26 hatcheries along the Fraser and other rivers throughout British Columbia. We are investing in science.

Recently the Council of Canadian Academies presented a report that said, “Fisheries research in Canada was ranked first in the world by top-cited researchers...accounting for 8.6 per cent of the world’s papers”.

Mr. Speaker, Justice Cohen spent nearly 36 months and $26 million drafting this report and it would be disservice not to consider it carefully. We must do our due diligence, review the report carefully and speak with all of our stakeholders and partners about the next steps.

Mr. Speaker, obviously we know the importance of B.C. salmon. That is why we commissioned the report in the first place.

Justice Cohen spent nearly 36 months drafting this report. It would be a disservice not to consider it carefully. We must do our due diligence, read the report carefully and speak with our stakeholders and partners about the next step.

I can assure the member opposite that we have been supporting, building and conserving B.C. salmon over the last number of years.

We have increased science in the Department of Fisheries and Oceans. Recently, the Council of Canadian Academies presented a report which said that fisheries research in Canada was ranked first in the world by top science researchers.

Mr. Speaker, obviously the previous system needed improving. Under the new act, the government will actually be better able to protect fisheries from real threats as we have expanded the act to protect more than just the fish habitat, but also to protect fish from aquatic invasive species and local stressors as well.

The new act also strengthens the government's ability to crack down on individuals who break the rules and endanger sensitive species and areas.

These changes provide common sense for our stakeholders.

Mr. Speaker, we certainly recognize the importance of salmon to British Columbia. That is why we commissioned the Cohen commission back in 2009 after the slow returns of sockeye salmon to the Fraser River.

We want to thank Justice Cohen and his team for their hard work and dedication on this report. We are pleased to be tabling it this afternoon.

Mr. Speaker, we have actually increased funding for fishery science in the last budget. We are focusing on protecting the productivity of Canadian fisheries. Fisheries and Oceans is consolidating its habitat management operations into 16 locations across Canada to provide for better protection of fisheries resources that Canadians value.

A new fisheries protection program will be better positioned to regulate serious harm to fish and the habitats that support them. It is very important.
