Mr. Speaker, we obviously have listened to Canadians, and that is where we bring up our economic action plan, which has produced 800,000 jobs in this country. It is about decreasing taxes.

We have listened to Canadians, who have said very clearly that they do not want a $21 billion carbon tax that would hurt seniors, students and small business.

We are in fact going to look at this bill very carefully and, as always, we will do what is in the best interest of Canada and Canadians.

Mr. Speaker, the NDP sent an anti-trade mission to Washington to advocate against Canadian jobs. The NDP has opposed every trade deal we have ever brought before this House, including free trade with the United States.

Let me be clear. The opposition members want to politicize this review so that they can impose their anti-trade, job-killing agenda on the country and scare away all foreign investment.

Mr. Speaker, we have been very clear about this. The government has always, and will always, act in the best interests of Canada and Canadians. This transaction will be scrutinized very closely.

I will mention to the member opposite that the Investment Canada Act already provides for issues to protect national security.

Mr. Speaker, that is exactly what we are doing. In fact, this government is committed to creating an environment that will help businesses grow.

I know the NDP is against businesses in general. However, we are ensuring that businesses have better access to the finances they need to grow their business, hire more Canadians and improve our economy. What they do not want and we will not do is impose a $21 billion carbon tax. That will kill jobs and hurt businesses. Increasing taxes will make it harder for businesses to get a loan.

Mr. Speaker, we consulted widely and changes will be made to reduce red tape, reduce the amount of fraud and increase the amount of finances that are available to our small businesses in Canada so they can grow, hire more people and improve our economy. Mr. Speaker, nothing could be further from the truth.

This Conservative government has lowered every tax we can imagine, including taxes for small businesses across the country. This government supports small and medium-sized businesses, as well as multinational organizations. If anybody here wants to raise taxes, it would be, first, the Liberals, who have a history of it, and second, the NDP that is promising to do it should it ever be government.

[Science and Technology, October 15th, 2012]

Mr. Speaker, I thank the member for his support and the people across Canada for their support of the science and technology week initiatives. These events do inspire youth to pursue careers in science, enabling our country to remain an international leader.

The Conservative government's historic investments in science, including $8 billion new dollars in investment, have led to Canada being ranked fourth in the world.

While those members may oppose it, we will continue to support it.

Mr. Speaker, you will find it the correct interpretation of scientific results. I thank the Council of Canadian Academies, an expert panel that did indeed determine that Canada's S and T sector is healthy, growing and the fourth-best in the world.

The study is a resounding endorsement of our government's strong commitment for science and technology, and frankly a stinging indictment of the parties opposite who voted against our record support, which has clearly made our country a global science leader.

By the way, fisheries research is number one.

Mr. Speaker, we did in fact make a decision, and that was to end the Experimental Lakes Area as a federal facility. We made another decision, and that is to fund science and technology in this country like never before in the history of the country, including $8 billion, in new dollars, since 2006.

What did the Liberals do when they were in power? They cut science and technology. What will the NDP do? It will bring in a carbon tax that will hurt scientists, hurt universities and make it harder on students.
