Mr. Speaker, the members should read the report before they make comments on it.

The fact is that in the last five years this report was done, Canada increased its publications 60%, and it was the only country in the G7 to do that.

We made a decision to support science, which included about $135 million for environmental research, water research, and climate change research. The NDP members voted against it. They need to get their facts right and get on board with supporting scientists because we are moving in on number one in the world.

Mr. Speaker, the member really needs to read the report. I do not understand why the NDP members are always bashing Canada. The report said that environmental and natural sciences “maintain considerable strength, with Canadian research in Agriculture, Fisheries, and Forestry ranked second in the world...and Earth and Environmental Sciences ranked fourth”.

I do not know why the NDP members are constantly bashing Canada and scientists. We are doing very well.

Mr. Speaker, as everyone knows, Canada's investment review process is sound and ensures that foreign investment is of net benefit to Canada and Canadians.

Our government has a very clear and strong track record of encouraging economic growth, job creation and prosperity, and I can assure the House the minister will take the time required to carefully examine the proposition under review.

Mr. Speaker, I will respond to the member's talking points. There is a process in place to review this transaction and determine the net benefit for Canadians, as always. This transaction will be scrutinized very closely.

However, we have no lessons to take from the NDP, whose reckless economic policies will deter investment, kill jobs and hurt Canadian families.

Everyone knows that the NDP is against all trade, including the free trade agreement with the United States.

Mr. Speaker, our government will always act in the best interests of Canadians. I can assure the member that this transaction will be scrutinized very closely.

The Investment Canada Act process, by the way, has provisions in it that protect national security.

Mr. Speaker, this government has increased support for science and technology, and research and development at every single opportunity we have had, including eight billion new dollars since 2006. Every single time the NDP has voted against it. In fact, I want to welcome the member to the science and technology file because none of this was in his party's election platform. Welcome to the 1990s at least.

Mr. Speaker, nothing could be further from the truth. This government has made significant and important investments in science and technology at every single opportunity that we have had.

We do that because science will create jobs, save lives and improve the quality of life, but every time we put forward more investments for our scientists, for our students, for our researchers, the NDP votes against those things.

It is time the NDP started to support science for once.

Mr. Speaker, my colleague mentioned the opposition did not like to share facts. He might be a little off there. The NDP member for London—Fanshawe goes back to her riding and never misses an opportunity to stand behind a fake cheque or show up to cut a ribbon when we fund the great projects that the member actually has voted against in the House. That happens all the time.

Again, this year in this budget we have $1.1 billion for science and technology. Would the member encourage the opposition to vote for science and technology?

Madam Speaker, I was very happy to see this U.S.-based report that noted that the United States of America must, as a priority, be more proactive, both by recruiting students, post-doctorates and scholars and by following the practices of other nations, such as Canada, and that the U.S. should create a program similar to our Canada Research Chairs.

We continue to invest in science and technology, and I want to thank the Prime Minister and my Conservative colleagues as well as the member for Brampton—Springdale for voting yes to science and technology.

Mr. Speaker, does the member opposite realize that in her entire time allotted to debate the bill she never mentioned anything about the bill specifically, but talked just about the process? Is there a problem with the bill? This is the member's opportunity to debate the bill, but this is, as the government has been saying about the opposition, simply wasting time.
