Mr. Speaker, I have the honour to present the 27th report of the Standing Committee on Procedure and House Affairs regarding the membership of the committees of the House.

If the House gives its consent, I move that the 27th report of the Standing Committee on Procedure and House Affairs concerning the membership of the committees of the House, presented to the House at this moment, be concurred in.

As well, in order not to inconvenience any committees presently meeting, I would also move that the membership changes contained in the 27th report take effect beginning Tuesday, January 30.

Mr. Speaker, I have the honour to present, in both official languages, the twenty-sixth report of the Standing Committee on Procedure and House Affairs.

This report concerns the committee's order of reference of Tuesday, November 8, 2006, Bill C-31, An Act to amend the Canada Elections Act and the Public Service Employment Act.

The committee has considered Bill C-31 and has agreed to report it with amendments.

Mr. Speaker, I have the honour to present the twenty-fifth report of the Standing Committee on Procedure and House Affairs regarding the membership of the legislative committee on Bill C-30, An Act to amend the Canadian Environmental Protection Act, 1999, the Energy Efficiency Act and the Motor Vehicle Fuel Consumption Standards Act (Canada's Clean Air Act).

[Emergency Management Act, December 11th, 2006]

I am told they were not responsible, but the fact is that previous government had all kinds of opportunities and did nothing. The member for Scarborough--Agincourt should be ashamed.

I am going to ask the member a question. Frankly, the evacuation in Lebanon was a success. It was an absolute and complete success. I would like the hon. member to comment on the fact that public servants, who the member for Scarborough--Agincourt completely insults, most of whom were not paid, worked 24 hours a day, evacuated 13,000 people in a matter of days, despite the fact the previous government had no emergency management plan.

I would like to ask my hon. colleague from the NDP to recognize the fact that this evacuation mission was incredibly difficult and how successful it was especially dealing with the fact that we had to deal with a number of terrorist organizations in the attempt to get our people out of Lebanon at that very crucial and dangerous time. We had 240 Canadians on the ground going door to door, not just emails, while that member sat on his duff. I wonder if I could get a comment from my hon. colleague on that success.

[Emergency Management Act, December 11th, 2006]

Mr. Speaker, I appreciate the opportunity to set the record straight. Despite all the lessons in history from World War I, World War II and the tsunami, the member for Scarborough—Agincourt was actually in the government during some of those disasters before Lebanon and frankly did absolutely nothing.

[Committees of the House, December 7th, 2006]

Mr. Speaker, I have the honour to present the 24th report of the Standing Committee on Procedure and House Affairs.

As a result of the replenishment of Tuesday, October 31, 2006, the committee recommends that the following item, which it has determined should not be deemed or designated non-votable, be considered by the House: Bill C-377, An Act to ensure Canada assumes its responsibilities in preventing dangerous climate change.

In addition, the committee recommends that Motion No. 262, standing in the name of the hon. member for Vancouver Island North, which it has determined should not be designated non-votable, should also be considered by the House.

[Canada's Clean Air Act, December 4th, 2006]

Mr. Speaker, I listened intently to the hon. member's speech. I have one simple question for the member. We hear a lot in the House about how this act does nothing. Frankly I think it is partially on purpose and partially from people who do not know, but I believe that this is what the member said. I would like to give the member an opportunity to clarify her statement that this act does nothing until 2050. I am appalled by that statement. It is completely inaccurate. I would like the opportunity to retract that to be offered to the member.

Obviously, let us look at meeting these targets, whether it is by 2010 or 2020. From here if we look at the chart, we can see that greenhouse gases have been going up under Liberal governments and they were not going to go down.

Under our government's bill, the chart goes down from today to 2015. We are acting today. Greenhouse gases will begin to be reduced. Everyone in the House knows that and I think the member deserves the right and the opportunity to stand up and apologize for misleading the House in that way.

The second issue I want to comment on is the 25% reduction of greenhouse gases based on the 1990 levels by the year 2020. It is wonderful for those members to promise anything when they do not ever have an opportunity to produce.
