Mr. Speaker, the discussion we are having today brings testament to the fact that this is not a rubber stamping of the issue. It is a good

and fair discussion on the merits of an issue. A lot of information is being brought forward.

The hon. member mentioned that within the concept of a framework agreement we would be able to resolve many of the issues we are discussing today.

Would the hon. member acknowledge that currently there is no framework agreement, that the framework agreement was a proposed discussion paper and that unfortunately the parties did not come to a conclusion in those discussions?

Fisheries May 28th, 1996

Mr. Speaker, the minister and the Department of Fisheries and Oceans have again demonstrated their commitment to ensuring that Canadian resources are conserved and protected.

The minister recently announced the development of a system that allows photographs of fishing vessels at sea to be taken at night. This system produces high quality photos that clearly

identifies the fishing vessel and can be entered into evidence if charges are to be laid for violations of fisheries regulations.

This night photographic system, the first of its type in the world, advances Canada's position as the world leader in civilian air surveillance and is a clear demonstration of the use of state of the art technology in the protection of our ocean resources.

Senator Jack Marshall May 13th, 1996

Mr. Speaker, it is an honour for me to pay tribute to Senator Jack Marshall, a former parliamentarian of this House who was recently inducted into the distinguished Order of Canada.

The Order of Canada recognizes Canadians from a variety of fields and backgrounds and pays tribute to their outstanding service and dedication to our country.

Senator Jack Marshall worked tirelessly as the MP for Humber-St. Georges-White Bay from 1968 to 1978. He then served Canada in the other place for 17 years.

The motto of the order means "they desire a better country".

There is no question that Senator Marshall was dedicated to the people of Newfoundland and Labrador and to the people of Canada. Senator Marshall was and continues to be a powerful advocate for Canadian veterans rights. Today he continues to volunteer his service to Canadians from within the Parliament offices. Such is the calibre and the dedication of this man.

Today it is appropriate for us as parliamentarians to recognize the dedication of this great Canadian and his award of the Order of Canada.

Fisheries April 19th, 1996

Mr. Speaker, the sentinel fishing program has been a valuable tool in the monitoring of groundfish stocks currently under moratoria. The program has also helped to foster a positive relationship between scientists and fishermen.

Will the minister assure the House the sentinel fishing program will continue?
