[Government Accountability, October 3rd, 2006]

Mr. Speaker, in yet another Liberal scandal, the Public Service Commission today revealed that in the dying days of the corrupt Liberal regime, two senior ministerial staffers knowingly broke every rule in the book by trying to get gravy train appointments to the public service. These phantom positions were only created to defraud the Canadian taxpayer.

What is Canada's new Conservative government doing to replace the Liberal culture of corruption with a culture of accountability?

[Petitions, September 25th, 2006]

Mr. Speaker, I wish to present a petition on behalf of 128 of my constituents who are urging the Government of Canada to raise the age of consent from 14 years to 16 years of age.

[Stormont—Dundas—South Glengarry, September 18th, 2006]

Mr. Speaker, I stand in the House today as a member of Parliament representing the most patriotic riding in this great country called Canada.

On Canada's 139th birthday, celebrated this past July 1, the riding of Stormont—Dundas—South Glengarry had 15,084 homes displaying the Canadian flag. More than one in every three homes located in my riding very proudly displayed our most treasured national emblem on Canada Day. Virtually every one of these 15,084 flags was hand-delivered by over 300 volunteers during our “Proud to be Canadian” campaign.

That is why I declare to the House and to every member of Parliament that the riding of Stormont—Dundas—South Glengarry is the most patriotic riding in Canada, and I challenge all 307 of my colleagues to surpass our achievement in their respective ridings.

[Federal Accountability Act, June 22nd, 2006]

Mr. Speaker, after 13 years of Liberal waste, mismanagement and corruption, Canadians are looking for government to do things differently.

The Conservative Party campaigned on a promise to restore accountability and transparency to government. Canadians voted for change and the government introduced the federal accountability act.

Could the President of the Treasury Board confirm that the promise has been kept and update us on the status of the federal accountability act?

Mr. Speaker, I have the honour to present, in both official languages, the second report of the Standing Committee on Official Languages.

Pursuant to Standing Order 108(3)(f), the committee discussed the issue involving His Excellency, Mr. Abdou Diouf, Secretary General of the International Organization of la Francophonie.

[Mariette Carrier-Fraser, June 16th, 2006]

Mr. Speaker, on behalf of myself, my colleagues, and particularly the Minister of International Cooperation and Minister for La Francophonie and Official Languages, I would like to congratulate Mariette Carrier-Fraser on her appointment as the new chairperson of the Assemblée de la francophonie de l'Ontario.

On countless occasions over the course of her long and productive career in the public service, Ms. Carrier-Fraser has demonstrated her commitment to the Franco-Ontarian community.

There is no doubt that this eloquent woman of high calibre and remarkable experience will demonstrate the leadership needed to ensure the development of the Franco-Ontarian community. Several challenges lie ahead, but I do not doubt for an instant that she will meet them brilliantly, with the help of the AFO board of directors.

Once again, I would like to extend my sincere congratulations to Mariette Carrier-Fraser on her new position.

Mr. Speaker, I am pleased to present, in both official languages, the first report of the Standing Committee on Official Languages.

Pursuant to Standing Order 108(3)(f) the committee has considered the matter of the application of the Official Languages Act to ACE Aviation Holdings Inc. following the restructuring of Air Canada.

[Liberal Party of Canada, June 14th, 2006]

Mr. Speaker, after years of waste, corruption and mismanagement, the opposition has the nerve to attack Conservative cabinet ministers who have followed the rules.

The previous Liberal leader raised serious questions about his involvement in files that directly affected his own company, Canada Steamship Lines. The Liberals had no problem with the $160 million they handed over to the member for LaSalle—Émard's multi-million dollar company. They saw no problem with the former member for Vancouver South and his direct involvement in the negotiations for a transit line, despite the fact that he owned his own transportation company. They saw no problem with the member for Newmarket—Aurora's involvement with her own company despite possible conflicts of interest when she joined cabinet.

The Liberals' current leader said just yesterday, “I can't be expected to know what every single person in the House of Commons did in terms of the Ethics Commissioner”. Before launching baseless attacks against the government, maybe the Liberal leader should check in with his own caucus.

[Official Languages, June 13th, 2006]

Mr. Speaker, at a meeting of the Standing Committee on Official Languages on June 8, the member for Papineau made irresponsible comments about the Minister of Foreign Affairs.

The member said that when the minister spoke during the conference in Saint-Boniface, his French was unacceptable and that he should not speak in French at international forums.

I can only point out that my colleagues are making an effort to learn French. As the Minister for la Francophonie and Official Languages stated, it is completely demoralizing to pass judgment on the quality of the results when someone has made an effort to speak our language.

The member's insulting remarks reflect a self-centred political party. The Bloc Québécois proved once again that it is intolerant and closed-minded.

The member should rise in this House and apologize.
