Canada-Poland Relations November 18th, 2022

Madam Speaker, the relationship between Canada and Poland has never been stronger. This week, under the auspices of the ambassador of Poland, our Polish Canadian community gathered to celebrate the 80th anniversary of diplomatic relations between our two countries.

I was also proud to join the Canada-Poland Parliamentary Friendship Group in hosting the Polish Secretary of State and his delegation from Poland. We talked about our unwavering solidarity in defence of Ukraine, highlighted by Canada's most recent commitment to send 40 combat engineers to Poland to lead the training of Ukrainian soldiers. We also talked about the critical role Canada can play to help Poland become energy independent, transitioning away from coal to nuclear power through Canadian small modular nuclear reactors.

Poland and Canada have been examples to the world of the power of solidarity. May that friendship continue to grow and prosper.

Labour November 15th, 2022

Mr. Speaker, today we welcome to Parliament Hill members of the Unifor national executive. They are here to talk about the challenges and opportunities for Canada’s workers. I am especially proud to welcome Dave Cassidy and Dana Dunphy from Unifor Local 444.

Unifor represents more than 315,000 workers across every sector of Canada’s economy, and together our partnership is building an economy that works for everyone. This includes the battery plant in Windsor that will create 5,000 good-paying auto jobs.

We are partnering on skills training. We are listening and delivering on child care and dental care, and making post-secondary more affordable. We are modernizing EI to make sure it is there for workers when they need it.

There is more work ahead to make essentials like housing more affordable. However, building a better Canada starts with a solidarity that rises up to defend workers' rights and freedoms when they are under assault and a solidarity that delivers for workers and all Canadians.

WorldSkills Competition 2022 Medal Winners November 3rd, 2022

Mr. Speaker, this week is National Skilled Trade and Technology Week, an important initiative led by Skills/Compétences Canada to help young Canadians discover careers in skilled trades and technology.

With over 700,000 skilled trades workers expected to retire in Canada by 2028, it is critical we do everything we can to help inspire young Canadians to pursue careers in these fields, from carpentry to mechanics, construction, cooking, welding, hairdressing and more. There are countless rewarding and well-paying career opportunities ready to be filled.

I am pleased to recognize two amazing young women in skilled trades with us in Canada today: Korae Nottveit and Emma Kilgannon. Korae and Emma are recent WorldSkills Competition 2022 medal winners in the cooking and baking categories, and they are joined by Skills/Compétences Canada national board president, Dr. Patrick Rouble.

I welcome them to Ottawa and congratulate them on their great accomplishments.

Employment Insurance October 25th, 2022

Mr. Speaker, we know Canada needs an EI system for the 21st century. That is why we have been consulting widely with Canadians to build a system that works for everyone, including seasonal workers.

Although our temporary COVID support measures are winding down, regular EI benefits will continue to be available for workers, just as they were before the pandemic. With budget 2022, we are investing $110 million to extend the seasonal pilot until October 2023.

We know there is more work to do, and that is why we are committed to fully modernizing Canada's EI system. We look forward to launching our long-term plan.

Federal Framework on Housing for Individuals with Non-visible Disabilities October 21st, 2022

Madam Speaker, I would like to acknowledge the residents and visitors who remain here in the gallery late this afternoon to listen to this wonderful debate. It is wonderful to have them join us here this afternoon.

It really is a pleasure to rise today to speak to Motion No. 59 on housing for persons with disabilities. I would like to begin by thanking the member for London West for tabling this motion. Her constituents are served so well by her advocacy and strong leadership on this issue.

Since 2015 we have made extraordinary progress to advance the rights of persons with disabilities, yet barriers still exist in public spaces, housing, buildings and parks, and even in information and communications technologies. That is why we are taking bold action to drive the creation of accessible and inclusive communities.

As members may be aware, on October 7 we launched Canada's first-ever disability inclusion action plan. It was a proud moment, and it served as the culmination of years of fruitful collaboration between the disability community and government. During this collaboration, we heard extensively from persons with disabilities about the issues, including accessible and inclusive community design, which brings me back to the overarching values that guide every aspect of our work with persons with disabilities.

I would like to take a moment to talk about the principles outlined in the United Nations Convention on the Rights of Persons with Disabilities. Canada is a state party to this convention, as well as to its optional protocol. It means we recognize the right of all persons with disabilities to live independently and to live in a community. The convention provides us with two very important articles on inclusive housing, which I believe are rather relevant to today's discussion.

Under article 9, as a state party to the convention, we are taking action to ensure that persons with disabilities have equal access to the physical environment, including housing. What is more, article 28 of the convention sets out that persons with disabilities have the right to adequate housing, including access to public housing.

Our work is also guided by gender-based analysis plus. We developed the GBA+ to assess the implications of intersecting populations across Canada, including persons with disabilities, which means that when we create housing programs we need to consider the ways a person may experience intersectional barriers, so that we can minimize or remove those barriers at every step of policy development.

A report from the COVID-19 Disability Advisory Group recommended that we recognize the increased risks of gender-based violence for women and girls with disabilities. It also recommended that we address the urgent need for low-barrier shelters and housing, as well as services and other supports. Indeed, accessibility in housing and shelters is a key priority for us. It is a key component of our plan to achieve a barrier-free Canada by 2040, and I will now speak about how we will get there. I will begin by speaking about the Accessible Canada Act.

Let me be absolutely clear: The government is committed to advancing accessibility and inclusion across Canada. This is clear in our disability inclusion action plan and was first codified in the Accessible Canada Act landmark legislation, which became law in 2019. We implemented this groundbreaking act as part of our effort to proactively identify, remove and prevent barriers to accessibility across seven priority areas, including the built environment. In the spirit of “nothing without us”, we do this work in consultation every step of the way with the disability community.

We also created a new organization, Accessibility Standards Canada, or ASC, which became accredited this past year, and we are in the process of creating national accessibility standards. I am also happy to remind members that in November 2021 the ASC and CSA group began collaborating on the development of three accessibility standards, including a standard on accessible homes. That work is well under way, and as the CEO of ASC has said, they are developing standards focused on equitable technical requirements.

We are also working to ensure that persons with disabilities have access to housing through the home accessibility tax credit. The tax credit helps seniors and persons with disabilities stay in their homes by offsetting the cost of expensive renovations that make their homes more accessible. These include, for example, the installation of wheelchair ramps, walk-in bathtubs, wheel-in showers, the widening of doorways and hallways and the building of a bedroom or bathroom on the ground floor. Budget 2022 doubled the home accessibility tax credit. The qualifying expense limit has been increased to $20,000 in 2022 and subsequent tax years. This includes a tax credit of up to $3,000, which is twice the previous amount. That is more money in the pockets of Canadians with disabilities.

We also introduced the national housing strategy, the largest and most ambitious federal housing program in history. Through the national housing strategy, we are taking steps to advance the right to housing for all Canadians, with a priority on the most vulnerable. This includes persons with disabilities who require more affordable and accessible housing options. Under this strategy, at least 2,400 new affordable units are being built for persons with developmental disabilities. All funding programs include accessibility requirements and thresholds that must be met by developers.

Now I would like to revisit the disability inclusion action plan, with a focus on pillar three on accessible and inclusive communities, which also includes accessible housing. The disability community has been very clear during consultations on the disability inclusion action plan. The design of physical spaces, including apartments and homes, is often inadequate and inaccessible. This is because disability is often not considered in the initial stages of design. Pillar three of the action plan addresses the physical and attitudinal barriers that far too often prevent persons with disabilities from fully participating in public spaces, like community buildings and workplaces. It will also influence architects and planners to adopt an inclusive mindset when they design housing projects.

While physical accommodations are important, there is always more that we can do to create inclusive spaces. For example, having calming spaces and quiet areas could be very important for some persons with disabilities. Some people might need these places to be connected to services and programs that support the independence of persons with disabilities. Others may need written information in large print or in plain language.

The initiatives that I have mentioned represent a paradigm culture shift, one where persons with disabilities are included from the very start. Through the disability inclusion action plan and ASC standards, we will drive even more profound changes.

In closing, I would like to once again thank the member for London West for her motion and leadership. Her constituents and Canadians with disabilities are being well served by her passionate and effective advocacy. Together, we will build an inclusive Canada for all.

Cost of Living Relief Act, No. 2 October 18th, 2022

Madam Speaker, a lot of the members here have been dancing around this issue and providing complicated questions and answers, but the issue to me is quite simple. One in four residents in my community do not have dental insurance. As a result, what we are seeing every year is an increasing severity of oral health deterioration among children. This dental health benefit will address both of those issues. I think this issue is quite simple.

Cost of Living Relief Act, No. 2 October 18th, 2022

Madam Speaker, today I am proud to speak to the government’s plan for making life more affordable for hard-working Canadians through Bill C-31, an act respecting benefits in relation to dental care.

I will begin my remarks by reminding the House why this legislation is necessary. More and more Canadians are feeling the rising costs of living. From food and rent to many other aspects of our daily lives, living standards are becoming more and more challenging to maintain.

While inflation is a global challenge brought about by the COVID-19 pandemic and exacerbated by Russia’s illegal and criminal invasion of Ukraine, it is critical for our government to help families weather the storm by putting more money back in the pockets of Canadians.

Since 2015, our government has cut taxes for the middle class and raised them on the wealthiest 1%. We have delivered a Canada child benefit and raised it every year to continue putting more money back in the pockets of nine out of 10 families with children.

Our government is working hard to make Canadian lives more affordable and ensure that they have access to support when they need it most. That is why we are proposing Bill C-31, which would deliver over $900 million to support oral health through the Canada dental benefit, starting in 2022-23 for children under the age of 12 without dental insurance.

We are introducing this bill because we know the cost of dental care can be difficult for many families. This means parents have to make difficult choices to postpone or forgo important dental care for their children at a time when their teeth are developing.

In my community of Windsor-Essex, one in four residents do not have dental insurance. The results should surprise no one. In a 2018 report by the local health unit, the percentage of children with decay or requiring urgent care increased by 51%.

In each year, there are 1,000 emergency room visits for oral health problems. These preventable emergency room visits cost our community over $500,000 each year. This dental program will be transformative for my community.

The gap in dental coverage is not just a Windsor—Tecumseh problem. Dental surgery under general anaesthesia is the most common day surgery at most pediatric hospitals in Canada, accounting for one-third of all day surgeries performed on children between the ages of one and five.

About 57% of children aged six to 11 have had a cavity, with an average of 2.5 teeth affected by decay. In more severe cases, tooth decay in young children is an infectious disease that can cause pain, interfere with sleep and growth, and cause lifelong impacts on their general health.

Giving Canadian families the means to improve their children's oral health through the Canada dental benefit will mean those children will have access to the care they need to improve their health and quality of life. It will reduce the need for more invasive and costly treatments later on.

The benefit proposed in this legislation would help break the cycle of poor oral health for the youngest and most vulnerable Canadians by making access to dental care for children more affordable.

The Canada dental benefit would provide direct payments to eligible applicants, totalling up to $650 per year, and it is estimated that over 500,000 Canadian children could benefit from this targeted investment of over $900 million.

To access the benefit, parents and guardians of eligible children would need to apply through the Canada Revenue Agency and attest that their child does not have access to private dental care coverage, that they will have out-of-pocket dental care expenses for which they will use the benefit and not be fully reimbursed under another government plan, and that they understand they will need to provide documentation to verify out-of-pocket expenses incurred within the benefit period. This could include providing receipts to the Canada Revenue Agency.

The government will be taking action to ensure that eligible Canadians receive the benefit as quickly as possible, ideally as early as this year if our Conservative colleagues co-operate. I certainly hope they do.

The target implementation date for the Canada dental benefit is December 1, 2022, pending parliamentary approval and the royal assent of enabling legislation. The program would cover expenses retroactive to October 1, 2022, so long as the child remains eligible on December 1.

Making life more affordable is one of our government's primary goals. Looking after the health of Canadians is another top priority. This dental plan addresses both.

In budget 2022, the government committed $5.3 billion over five years, and $1.7 billion ongoing, to provide dental care for Canadians who otherwise could not afford it. In addition to the Canada dental benefit, the government is working diligently to design and implement a long-term national dental care program, but this is complex work that will take time. It will take time to get it right.

The government is committed to working with key stakeholders, industry partners, academics, dentistry associations and organizations to help inform decisions on implementing a national dental care program. In the meantime, the proposed Canada dental benefit would provide parents with children under 12 with financial support to help address the dental care needs of their children.

I trust that all members will agree and join us in supporting this bill that will help families in my riding of Windsor—Tecumseh and also across this country. The government understands that parents want to do what is best for their children and that financial barriers should not prevent them from accessing the necessary dental care their children require. Passing this bill would be an important step toward protecting the oral health of children throughout Canada.

Human Rights in Iran October 7th, 2022

Madam Speaker, today marks 22 days since the death of Mahsa Amini, a brave young woman who was beaten to death by Iran's so-called morality police over the country's hijab laws. Since then, hundreds of thousands of Iranians worldwide have rallied for the values of freedom, including in my home riding of Windsor—Tecumseh. However, despite the outpouring of international support, the criminal Iranian regime continues to arrest and murder its own people in the streets and on campuses.

As we prepare to mark the International Day of the Girl Child, we remember Mahsa Amini. We repeat her name to keep the memory of her spirit alive and so that the tyrants of Iran can never hide from their moral corruption and horrendous crimes.

We stand with the brave women and men of Iran who are undeterred. I say this to all the people of Iran: We see them, we hear them and we will always stand with them.

Business of Supply October 6th, 2022

Madam Speaker, I want to thank my hon. colleague from Nunavut for her incredibly important and unique perspective, and for sharing that with the House for this critical debate.

Residents in my riding of Windsor—Tecumseh are also concerned about the high price of groceries. They are also seeing the skyrocketing profits of grocery store chains. I, too, applaud the work of the Standing Committee on Agriculture and Agri-Food, and specifically calling CEOs of grocery stores in to testify.
