Business of Supply February 11th, 2009

Mr. Speaker, reluctantly, I rise on a point of order, I have another piece of House business to take care of. I would like to add that it relates to the NDP's efforts to obstruct Parliament, so everyone understands. The NDP delaying tactics will not lead to a single constructive outcome, not one. What it does is prolong the suffering many Canadians are experiencing.

Therefore, I would like to undesignate tomorrow as an opposition day. My apologies to the Bloc members whose day it was, but the budget implementation bill is a priority for this government and Canadians, and that is why we will debate it tomorrow.

Budget Implementation Act, 2009 February 11th, 2009

Mr. Speaker, as you know, Canadians are anxiously awaiting financial relief during this economic crisis. My colleagues in the New Democratic Party have indicated that they still have a number of MPs who want to speak to the budget bill, which under normal circumstances would delay that relief. With unanimous consent, we can change those circumstances and accommodate more speakers and get the relief out to Canadians sooner instead of later.

Therefore, I would seek unanimous consent for the following motion: That, notwithstanding any Standing Order or usual practice of the House, the House shall sit beyond the ordinary hour of daily adjournment for the purpose of considering the second reading stage of Bill C-10, the budget implementation act, and shall not be adjourned before such proceedings have been completed except pursuant to a motion to adjourn proposed by a minister of the crown.

Supplementary Estimates (B), 2008-09 February 11th, 2009

Mr. Speaker, I wonder if we could return to my previous motion. I had the opportunity to discuss with the hon. member from Nova Scotia and he has graciously agreed to grant his consent to the following motion. I move:

That, notwithstanding any Standing Order or usual practices of the House, for the purpose of considering the supplementary estimates B, 2008-09, tabled in the House on Thursday, January 29, 2009, each standing committee to which supplementary estimates B were referred, shall report, or shall be deemed to have reported, the said estimates to the House not later than 5 p.m. on Wednesday, February 11, 2009;

at 15 minutes before the expiry of the time provided for government orders on Thursday, February 12, 2009, the Speaker shall interrupt the proceedings then in progress and, put, forthwith and successively, without debate or amendment, every question necessary to dispose of any opposition motion before the House, of any item for the restoration or reinstatement of any item in the said estimates, or any opposed item in the estimates and for the passage at all stages of any bill based thereon, provided that the Standing Orders relating to the ordinary hour of daily adjournment shall remain suspended until all such questions have been decided; that 24 hours' written notice shall be given of a notice to oppose any item in the estimates and motions, to concur in the supplementary estimates, to restore and reinstate any item in the estimates; and

that the business of supply for the remainder of the supply period ending March 26, 2009 continue to be conducted in accordance with Standing Order 81.

Mr. Speaker, as is quite evident, the hon. minister has left the chamber, so I would want to reserve his right to respond to these very serious allegations.

However, I point out that, under the rules of the House, it is unparliamentary for anyone to allege that any other member of the House knowingly misleads the chamber and the members therein. I would ask you to consider that, Mr. Speaker, because I am pretty sure that is what I heard the member alleging.

Business of the House February 5th, 2009

Mr. Speaker, we will continue with the opposition motion today concerning the possibility of growing trade protectionism in the United States.

Tomorrow we will carry on with the remaining legislation that the government scheduled for this week, Bill C-4, An Act respecting not-for-profit corporations and certain other corporations, and Bill C-5, An Act to amend the Indian Oil and Gas Act.

Next week we shall begin and, hopefully, conclude debate at second reading of the budget bill. Following the budget bill, we will call Bill C-9, An Act to amend the Transportation of Dangerous Goods Act, 1992, and any legislation that is not completed this week.

Thursday, February 12, a week from now, shall be an allotted day.

Before I conclude my remarks, I would like to take a moment to thank all the opposition House leaders, whips and leaders for their patience, flexibility and cooperation while dealing with the budget bill. Although we do not see eye to eye on all of its contents, I appreciate the cooperation when dealing with the somewhat complicated process to bring such a measure before the House.

It does not benefit anyone to get bogged down on process but there is a benefit to the public when we can get to the substantive policy debate that the budget bill will offer and, ultimately, to ensure the timely disbursements of the benefits it intends to provide Canadians during these difficult times.

Despite the daily partisanship of questions period, this is clear evidence that if all of us work with the best interests of Canadians in mind, Parliament can work the way that Canadians deserve and expect it to.

Madam Speaker, with the indulgence of the hon. member who just made his presentation, I would like to interrupt the proceedings for a couple of motions.

There has been, I would suggest, quite extensive consultations among all four of the parties, and I believe if you were to seek it, you would find unanimous consent for the following two motions.

First, I move:

That notwithstanding any Standing Order or usual practice of the House, all questions necessary to dispose of Ways and Means Motion No. 6 shall be put immediately at the expiry of the time provided for oral questions on Thursday, February 5, provided that a period of time equal to that used for the taking of the division shall be added to the time provided for the government orders of that day.

Mr. Speaker, the hon. member has been in the House long enough to know that tabling is required if a minister quotes from a document. The Minister of Natural Resources did not quote from the document. It will not be tabled.
