Railway Operations Legislation February 23rd, 2007

moved:

That, notwithstanding any Standing Order or usual practices of the House, a bill in the name of the Minister of Labour, entitled An Act to provide for the resumption and continuation of railway operations, shall be disposed of as follows: (a) commencing when the said bill is read a first time and concluding when the said bill is read a third time, the House shall not adjourn except pursuant to a motion proposed by a Minister of the Crown, and no Private Members' Business shall be taken up; (b) the said bill may be read twice or thrice in one sitting; (c) after being read a second time, the said bill shall be referred to a Committee of the Whole; and (d) during consideration of the said bill, no division shall be deferred.

Mr. Speaker, before the Canada Industrial Relations Board even handed down its decision yesterday evening, I contacted both parties to tell them that the situation could not go on any longer.

Several sectors of Canada's economy are being hard hit by this strike. Some remote areas are even unable to receive food and fuel.

I also advised the parties that we would support them by sending our top mediator to help them negotiate, but that they had only a few hours, because this Parliament was going to act and had legislation ready.

Mr. Speaker, I recently met with the mayor of the city, as well as with union representatives and other socio-economic stakeholders. As a matter off fact, tomorrow night, my colleague, the Minister of Public Works and Government Services, will be going to Salaberry-de-Valleyfield to announce, with the Quebec government, a plan to try to keep the jobs in that region.

Mr. Speaker, I have here an article from La Presse of August 16, 1999, with the title: “Goodyear Employees Discouraged: The multinational tire company has put off modernization of the plant at Valleyfield”. The article says, “According to the union president, without the implementation of new technology, the future of the plant can not be ensured beyond five or 10 years”.

Why did the Bloc Québécois not intervene in 1999, eight years ago, so that the Goodyear plant would not be announcing what it is announcing today? Why did the Bloc Québécois not intervene?

Mr. Speaker, I would remind the hon. member that this case is a matter of regional economic development. Certainly, if the business owner comes to us for assistance of some sort to stay in operation, we will consider it seriously.

However, I would like to point out that we have created the CEDI-Vitality program, which allows business owners to receive both repayable and non-repayable contributions. That program is very popular in the regions of Quebec, and we are going to be taking a look at this situation, because, I would repeat, the loss of 85 jobs really is significant in that region.

Mr. Speaker, we have, in fact, just received the news that Spielo will be closing down in Sainte-Anne-des-Monts, which means the loss of 85 jobs.

Certainly, in our regions, the loss of 85 jobs is a heavy blow. Therefore this is sad news. It shows the importance of having programs to assist the economic regions of Quebec and the entrepreneurs who want to propose business expansion or start-up projects. We are going to continue on that path.

Health February 8th, 2007

Mr. Speaker, the matter of health and safety at work is the responsibility of my department by virtue of part II of the Canada Labour Code. In addition, the question of secondhand smoke in correctional facilities is something that concerns us. I have already been asked to authorize proceedings against the Correctional Service of Canada in that regard.

However, the good news is that proceedings will not be necessary, because the Correctional Service of Canada, the bargaining agent for correctional officers, and the labour program are going to work together to find a solution to this problem.

Economic Development Agency of Canada for the Regions of Quebec February 7th, 2007

Mr. Speaker, in response to the hon. member's question, I would like to inform this House that the hon. members from our party spoke a number of times, during the election campaign, of the importance of having the Boîte à science in the Quebec City and Lévis area. The authorities at the Boîte à science are well aware of our position.

The matter is currently under review. We are being asked for $450,000 in order to proceed with the project's financing and our intention is not to be insensitive to this request.

Mr. Speaker, we have already offered Goodyear a $6 million contribution toward acquiring a new mixer. That offer is still on the table and we are working with our counterparts in the Quebec government to put forward even better proposals that will enable Goodyear to stay in business in the city of Salaberry-de-Valleyfield.

Mr. Speaker, the House returned a week ago, and it has taken the member a whole week to ask a question about Goodyear, a company in her riding.

That said, as Minister of the Economic Development Agency of Canada for the Regions of Quebec, I went to the authorities; I met with the mayor and union representatives, and we are working together to support the community.

We at Canada Economic Development have offered our best tools to support entrepreneurs who want to start businesses in the region.
