Mr. Speaker, I have a question for the Minister of Foreign Affairs. Is Mr. Bhupinder Liddar being sent as Canadian consul general to Chandigarh? If so, why and when? If not, why not?

Mr. Speaker, my question is for the Prime Minister.

The Prime Minister has spoken of an operating reserve used by the Mulroney government in fiscal 1992-93. He will know that reserve was used to establish the new cabinet committee on constitutional affairs, the new public service secretariat, the six national citizens consultative conferences, the joint parliamentary committee and other initiatives related to the Charlottetown accord.

Is he honestly pretending that those very public initiatives are comparable to the scandals revealed in the sponsorship program?

Mr. Speaker, I rise on a point of order. I agreed to that motion because I agree very strongly with the sentiments it expressed.

However, I draw to the attention of the House and to the House leader of the New Democratic Party that it is not adequate to consult with House leaders of recognized parties to secure unanimous consent in the House of Commons. If there are to be consultations, I, and other members who are not affiliated with parties recognized in the House, expect to be consulted in the future.

Mr. Speaker, I am not clear whether the hon. member, speaking on behalf of his party, is suggesting that his party would eliminate supply management in its international negotiations or would fight to maintain supply management?

[Foreign Affairs, March 22nd, 2004]

Mr. Speaker, my question is for the foreign affairs minister.

The European Union has condemned the killing of Sheikh Ahmed Yassin as an extra-judicial killing. It said that in this case, the condemnation has to be even stronger than usual.

Is that also the position of the Government of Canada and if so, what action is Canada intending beyond condemnation?

Mr. Speaker, I completely support this legislation. I think that it would be an anomaly that members of this House not have access to the same privileges that exist for other public servants.

I rise to thank the deputy government House leader for giving me background on this legislation on which I had not had the opportunity to be consulted before it was presented to the House. That courtesy I hope will become a practice in the House with regard to members such as myself.

I would also note that when the original legislation was brought in, there was an absolute insistence that there would be no changes in any of its provisions. I see the former government House leader who introduced that legislation is in the House and could confirm that we have departed by this legislation from that undertaking. I do not object to that. I note it and I certainly support this piece of legislation.
