Mr. Speaker, since the depths of the recession, our economy has created 1.2 million net new jobs.
Small businesses have been very clear that high payroll taxes are job killers. That is precisely what the NDP wants to impose on small business.
Let me also add that we listen to and we believe in small businesses. Apparently the NDP does not. It wants to raise their taxes. It wants to raise payroll taxes. This is a job killer and precisely the opposite of what is needed for the economy.

Mr. Speaker, our reduction will apply to 740,000 small businesses across Canada. The Canadian Federation of Independent Business, the CFIB, understands that tax increases kill jobs, but the New Democrats would significantly increase taxes by bringing in a 45-day work year.
We want businesses to expand and owners to save and then spend their hard-earned money. What is good for them is also good for the economy.

Mr. Speaker, we now have more confirmation that the Liberal leader favours giving money to bureaucrats over middle-class families. Let me read a quote from this weekend:
Very clear now that [the Liberal Party of Canada] prioritizes money in the hands of Ottawa bureaucrats not Canadian families with children.
Do members know who went out of her way to reconfirm that? It was none other than the Liberal Party candidate for Ottawa Centre.
Is this candour or a gaffe? With the Liberals, it is hard to know.

Mr. Speaker, our government has increased transfers to the provinces by 50%, to $65 billion this year. Every single province has benefited in social transfers, health transfers, equalization. We are proud of our program because our program is going to benefit four million Canadians.
The Liberal Party would rather spend money on bureaucracy. We trust mom and dad, the people who care most about their children.

Mr. Speaker, the NDP's bureaucratic plan provides a small percentage of families with access to daycare at a huge cost.
Our plan will benefit every one of the four million Canadian families with children. It will benefit them all, and disproportionately benefit those with lower and middle incomes. This is a good plan for Canadians, and we are proud of it.

Mr. Speaker, the NDP refuses to face the facts. Our plan will benefit all families with children, which is to say, all four million families. The vast majority of these benefits will flow to low- and middle-income families; 25% of those families earn less than $30,000. That is our plan.

Mr. Speaker, I am very pleased to tell Canadians that I will be presenting our economic and fiscal update on November 12. While the global economy remains fragile, our government is focused on creating jobs and growth, and we will have a surplus to report next year. Unlike the NDP and the Liberals, who are focused on a high-tax plan, we want to keep the money in Canadian pockets.

Mr. Speaker, as opposition members know, the small business job credit will create, according to the Canadian Federation of Independent Business, over 25,000 person-years of employment. It would reduce the cost for the employers of most Canadians, and 780,000 companies, over 90% of businesses, would benefit. This is a good jobs and growth program for small business.

Mr. Speaker, while the OECD has downgraded global growth, it has said that Canada's growth rate will be superior to that of most G7 countries. In fact, we have created 20% more jobs than Germany and more than most countries in the G7.
Just yesterday, Standard and Poor's reconfirmed our top AAA rating, and we are going to have a surplus next year.

Mr. Speaker, our plan for all four million Canadian families with kids will be tremendously beneficial. The bulk of the benefit will go to low and middle-income families, with 25% going to families earning less than $30,000. They will receive a benefit of $1,200.
The opposition wants to take that $1,200 out of their pockets. This is a shameful thing. Our plans are progressive and we are proud of them.
