Mr. Speaker, I think it is important for the member opposite to get his facts right. Some 4,400 people signed up for the hearings, but only about 1,400 actually showed up, which indicated what the purpose of those registrations were. They were there to repeat the same canned message. They were there to undermine the process.

Everyone who has a direct interest has every right to appear, and they will be heard by the National Energy Board.

Mr. Speaker, anyone with a direct interest in a hearing can, by looking at three pages, fill out that form in five to ten minutes without getting mired in the detail that the member opposite would like to perpetrate.

However, let me just say that there is an implication of muzzling, and all this talk of muzzling reminds me of the NDP leader's muzzling of the embattled socialist majority of his party. Why not “let a thousand flowers bloom”?

Mr. Speaker, I am really surprised that this member would repeat the ridiculous question that was asked during the hearing yesterday and take up the time of the hon. members attending the session.

We are committed to a robust National Energy Board review and every person with a direct interest must be heard by the NEB, and everyone with relevant expertise may be heard. This is consistent with the public policy objectives. Any other individuals who want to be heard can of course make their views known to their member of Parliament.

Mr. Speaker, as I have said many times, I accept science.

However, the deputy leader of the NDP is disagreeing with a 2,000-page independent, objective scientific study on the Keystone XL pipeline conducted by the U.S. State Department. We are matching the United States' greenhouse gas emissions targets, which involve a 17% reduction in emissions by 2020. We are halfway to meeting our commitments.

Mr. Speaker, yesterday the U.S. defence department released a study that concluded that the oil sands would have no significant effect on the environment. This is yet more independent evidence that Keystone is environmentally sound. Unfortunately, the NDP leader rejects the science behind Keystone and instead flies to Washington to attack Canadian jobs and our national interests.

On this side of the House, we support science, jobs and Canadian prosperity.

Mr. Speaker, today Darryl Sutter is meeting with President Obama and will advocate for the Keystone XL project and the thousands of jobs that it will create. We applaud Coach Sutter for promoting Canadian interests on the world stage.

We hope that the NDP leader, who left a false impression with the Obama administration that Canadians are opposed to pipelines, will pay attention. He should start listening to Darryl Sutter instead of Daryl Hannah.

Canada has one of the most stringent environmental protection regimes in the world, and we are strengthening it further with new security measures for pipelines and marine traffic.

Mr. Speaker, while our government has supported a west-east pipeline since it was first proposed, the NDP leader has been less than clear. After he met with U.S. lawmaker Nancy Pelosi, she said that Canadians do not want the pipeline in their own country. That is news to New Brunswickers and millions of other Canadians who support pipelines.

From advancing the discredited Dutch disease theory to advocating against Canadian jobs, the NDP leader has shown he does not have what it takes to lead.
