Mr. Speaker, our government will work as expeditiously as possible to fill the vacancies with highly qualified and independent individuals. The offshore board's top priority is the health and safety of workers and protecting the environment. Canada has strong and independent regulators that will not approve any project other than what is safe for workers, safe for Canadians and safe for the environment.

Mr. Speaker, it was not our side of the floor that denounced a 2,000 page independent, objective, scientific evaluation performed by the State Department of the United States.

Canada already has a strong tanker safety system. We made it mandatory for ships in Canadian waters to have double hulled tankers, to have pilots onboard, to be accompanied by tugboats, to have advanced navigation equipment, and we will do more.

Mr. Speaker, our marine safety system has served Canada well without a major tanker accident ever. Still, we will do more and that is why the Minister of Transport and I announced a comprehensive eight-point plan to develop a world-class tanker safety system.

Canadians can count on our government to responsibly develop our resources with strong science-based environmental protections, unlike the NDP who reject science.

Mr. Speaker, it is shameful that the NDP leader continues to argue against Canada's national interest.

On this side of the House, we stand up for thousands of Canadians, including those represented by the Canadian building trades unions who are counting on the Keystone jobs.

Unlike the NDP members, who reject science when it is inconvenient for them, we base our decisions on science and the facts. Supporting this important project is just one more way to create jobs.

Mr. Speaker, as I explained yesterday, this project will reduce greenhouse gas emissions. It is economically viable and it is important for the region. I hope that other provinces with similar projects will approach us so they can benefit from federal support.

Mr. Speaker, a loan guarantee is not an allocation of taxpayers' money; it is the use of our credit rating, which reflects the government's strong financial performance. Last week, during my telephone conversation with Quebec's natural resources minister, Martine Ouellet, I reminded her that the federal government is prepared to support other major regional or Canadian projects that are economically viable and that reduce greenhouse gas emissions.

Mr. Speaker, the government supports the principle of building a pipeline to the east, west and south, subject to regulatory approval. Sending oil to eastern Canada will help create jobs in this country and will strengthen our economy by giving refineries in Quebec and New Brunswick the opportunity to refine Canadian oil at a reduced cost.

Mr. Speaker, I thank the member for Renfrew—Nipissing—Pembroke for her perceptive question.

I am pleased to announce that, although the United States is adopting a carbon tax, which the American administration did not say it intended to do, our government will never do so in Canada. We will never adopt the NDP's $21 million carbon tax, which would cause job losses and increase prices overall. We will continue to lower taxes and stimulate job creation.

Mr. Speaker, the Canadian building trades yesterday said that natural resources are game changers for construction workers across Canada, with over 45% of their members engaged in oil and gas. They support our efforts to create streamlined, efficient environmental reviews. They understand that. To quote, “Jobs matter in this economy—Canada can't afford to put that at risk”.

Foreign Investment November 1st, 2012

Mr. Speaker, there are thousands of resource projects across the country, with 600 projects monitored by the Major Projects Management Office. I will continue to request briefings to stay current with current developments.

On the other hand, the only thing the anti-development NDP knows is how to oppose, delay and obstruct projects across Canada. If that does not work, it will just tax them to death with its $21 billion carbon tax.
