Questions Passed as Orders for Returns November 16th, 2020

With regard to the procurement of personal protective equipment (PPE) by the government from firms based in the province of Quebec: (a) what are the details of all contracts awarded to Quebec-based firms to provide PPE, including the (i) vendor, (ii) location, (iii) description of goods, including the volume, (iv) amount, (v) date the contract was signed, (vi) delivery date for goods, (vii) whether the contract was sole-sourced; and (b) what are the details of all applications or proposals received by the government from companies based in Quebec to provide PPE, but that were not accepted or entered into by the government, including the (i) vendor, (ii) summary of the proposal, (iii) reason why the proposal was not accepted?

Immigration, Refugees and Citizenship November 6th, 2020

Mr. Speaker, four years ago, an immigrant woman came to my riding with her children and spouse. She had to renew her work permit. Unfortunately, the officials noted that this woman was missing documentation on the job she held previously and the job she plans to take on. She called the office, but there was no response. She will have to wait another 180 days. That is absurd.

Can we count on the Minister of Immigration and his common sense to address this matter immediately?

COVID-19 Emergency Response November 3rd, 2020

Mr. Speaker, the restaurant and hotel industries are on the brink of bankruptcy. Thousands of businesses in this important sector of the Canadian economy can hold on no longer. We must act now. Fixed costs need to be paid every month.

Customers are unable to visit these establishments because of the pandemic. We are starting in on the 10th month. Bill C-9 has not been adapted for these businesses.

When will the government introduce a plan tailored to the restaurant and hotel industries?

Attack in Old Quebec November 2nd, 2020

Mr. Speaker, the people of Quebec City are still in shock after the horrible tragedy that happened on Halloween night this past Saturday. Seven innocent people were attacked with a sword by a man dressed in a medieval outfit.

Two of the victims died. François Duchesne was 56 years old and worked as the director of communications and marketing at the Musée national des beaux-arts du Québec. According to friends, he enjoyed jogging and was a positive man who was active in the community. Suzanne Clermont was 61 years old and worked as a hairdresser. Her friends all described her as a ray of sunshine. These people were in the wrong place at the wrong time. Barbaric acts are unpredictable and can happen anywhere: They are not restricted by city, border, language or belief.

I want to commend first responders for their excellent response: the Quebec City police force, security officers at the Port of Quebec, paramedics and every other medical professional. Quebec City remains one of the safest cities.

Today and always, our thoughts are with the victims, their families and their loved ones. We offer them our sincerest condolences.

Air Transportation October 29th, 2020

Mr. Speaker, the airlines are in jeopardy. The government must find a way to save these companies and the jobs associated with them.

Consumers who have paid for vacations and have not been able to take them are also important. The government must require the airlines to provide a full refund to Canadian travellers as an essential condition of the airline bailout.

When will the government ensure that Canadian consumers receive a full refund for services not rendered?

Airline Industry October 22nd, 2020

Mr. Speaker, before the pandemic, many Canadians worked really hard so they could afford a vacation. They paid money to airlines and travel agencies over six months ago, but they never went anywhere, because COVID-19 closed the borders. It is completely unacceptable for these people to be financing the airlines. They are definitely frustrated.

When will the Prime Minister make these companies provide full cash refunds to Canadian workers?

My question is clear: When?

Fight Against COVID-19 in Portneuf—Jacques-Cartier October 9th, 2020

Madam Speaker, I want to thank the people of Portneuf—Jacques-Cartier who have taken action to minimize the impact of the fight against COVID-19.

I want to single out certain individuals whose loved ones brought their actions to my attention. These people may think they are ordinary but, to me, they are extraordinary.

Judges Act October 8th, 2020

Mr. Speaker, I listened to the speech by my colleague from Mégantic—L'Érable.

From the beginning of this debate, I have picked up on a strong interest from the Conservatives and the Bloc Québécois in protecting women and bringing in rules to make sure judges have the necessary tools and skills.

I have an 18-year-old daughter. I think we need to make sure we have every tool we can think of to protect women. I listened to what my colleague had to say, and it resonated with me.

Does my colleague for Mégantic—L'Érable interpret the lack of interest from the government and the Liberal Party the same way I do?

Public Services and Procurement October 8th, 2020

Mr. Speaker, the government solicited bids in March to purchase PPE for the Canadian health care system. A company in my riding, which has been doing business with Health Canada for 20 years, went through the bidding process. Unfortunately, the company tells me that there were irregularities in the approval process. I wrote to the minister in August.

Could the Prime Minister assure me that the minister will not favour Liberal friends for these contracts and that she will respect Canadian companies?

Resumption of Debate on Address in Reply October 6th, 2020

Madam Speaker, my colleague from Quebec needs to understand that pharmacare is a provincial responsibility and that it is up to the provinces to work on it. The federal government will probably contribute financially, and there will be compensation for Quebec.

Sadly, whenever I talk to NDP members, I feel disappointed that they have sold their souls to the Liberals.
