Madam Speaker, I have the honour to present, in both official languages, the ninth report of the Standing Committee on Industry and Technology in relation to Bill C-244, an act to amend the Copyright Act with regard to diagnosis, maintenance and repair. The committee has studied the bill and, pursuant to Standing Order 97.1(1), requests a 30-day extension to consider it.

The committee has studied the bill and has decided to report the bill back to the House with amendments.

Mr. Speaker, if we could rise above partisanship with regard to the motion before us, my colleague from Mégantic—L'Érable would not be surprised to learn that I believe that, when it comes to public health measures, the onus is on the government imposing them. It is up to the government to justify whether those measures were effective from an epidemiological and public health perspective.

Can my colleague admit that the ArriveCAN app did have its benefits in terms of public health and the fight against COVID-19? I heard in the debate that we are the only G20 country that had this type of app. I did not verify that myself, but can the member acknowledge that there might have been some benefits to the ArriveCAN app?

Business of Supply October 25th, 2022

Mr. Speaker, I thank my colleague for her speech. I think this is a rather interesting debate we are having in the House this morning.

I share many of the sentiments of my colleagues across the way. To me, swearing an oath to the British Crown after every election is not a fond memory. It is something that I would certainly forego. I think my attachment to the British Crown is likely as strong as theirs.

However, I also understand the argument of my colleagues on this side of the House who say that if we decide to abolish the monarchy in Canada, that involves reopening the Constitution and that is not necessarily a priority.

I would like to know how my colleague reconciles these two things especially given the challenges we are facing as a country with, as members know, the economic situation in Canada and around the world.

Lawyers Without Borders Canada June 7th, 2022

Mr. Speaker, Lawyers Without Borders is celebrating its 20th anniversary this year. For two decades, it has been advocating for the respect and promotion of fundamental freedoms as defined by international law.

With deep roots in my riding, the magnificent Quebec City, these exceptional legal experts, lawyers and volunteers are the voice for those who, all too often, do not have one. Whether in Africa, Latin America or the Caribbean, their smart, caring and enthusiastic team is working to bring more justice to the world.

I would like to give special recognition to Pascal Paradis, executive director and co-founder of Lawyers Without Borders Canada, who left behind the stability of a large law firm to be true to his convictions.

I wish Lawyers Without Borders Canada continued success and thank them for making us proud through their commitment, intelligence and humanitarianism.

Mr. Speaker, I want to come back to the theme of the opposition motion before us today and ask my colleague a more philosophical question.

In his opinion, from a scientific perspective, where does the burden of proof fall with regard to the effectiveness of public health measures? Does it fall on the government, who imposes those measures, or on those who challenge them? Does he think the burden of proof has been met?
