Mr. Speaker, the member for Saskatoon—Rosetown—Biggar's speech was well researched and demonstrates why she is such an effective member of Parliament. I want to comment on a number of elements of her speech.
She talked about the immediate dismissal of President Obama's scientists by the New Democrats. They did not even bother reading the State Department's report on science; they just immediately rejected it. It is almost like they are deniers of science. The lack of trust the New Democrats have shown in President Obama and his scientists is of deep concern.
I am also stunned that the New Democrats are prepared to dismiss, out of hand, the teamsters, the building trades council and to dismiss the wisdom of Buzz Hargrove when it comes to this issue. When this government brought out an environment policy, Buzz Hargrove supported it. The New Democrats want to dismiss these Canadians as second rate and do not want anything to do with them.
The last point I want to comment on is that the New Democrats want to propose more refineries in Canada. This would cause emissions to skyrocket in our country. They support a carbon tax on increased emissions. I guess they could get more tax revenue that way.

Mr. Speaker, I share the member's disappointment with the NDP's recent statements in this regard.
They have a president in Iran who got elected when they would not even allow women, who represent 51% of the population of Iran, to even contest the office. Iran has issues, as mentioned. It has stepped up its death penalty cases this year, which is deeply concerning to Canada. It is supporting Assad's war against his own people, including providing him with material support. It is financing and actively supporting terrorism around the world.
Its nuclear program causes us deep concern. They do not need to manufacture medical isotopes under 300 metres of rock.

Mr. Speaker, our government has made it a priority to fight the scourge of child, early, and forced marriage. This is why Canada, today, will introduce the first-ever stand-alone resolution at the United Nations General Assembly against child, early, and forced marriage. This resolution calls for the protection of these children and calls on the General Assembly to take action to bring an end to this barbaric practice.
I am also pleased to announce today that Canada will contribute an additional $5 million to fight early and child marriage around the world.
International Civil Aviation Organization Headquarters June 10th, 2013
Mr. Speaker, pursuant to Standing Order 32(2), I have the honour to table, in both officials languages, the treaty entitled “Supplementary Agreement Between the Government of Canada and the International Civil Aviation Organization Regarding the Headquarters of the International Civil Aviation Organization”, done at Montreal, May 27. An explanatory memorandum is included with the treaty.
This is great news for Montreal, great news for Canada and great news for Quebec.

Mr. Speaker, yesterday the NDP's foreign affairs critic was suggesting that if the arms trade treaty had been in place, we would not have a civil war going on in Syria. That is quite ridiculous.
We work constructively with the arms trade treaty negotiations. We are now taking the opportunity to consult with Canadians, with industry, with the provinces and the territories and with non-governmental organizations and we will listen before we act.
