Mr. Speaker, all representatives of francophone countries will work hard to fight climate change. We will have an initial opportunity to do that during the UN meeting in Indonesia, where Canada will work hard to come up with a better agreement to fight climate change.

It is absolutely essential for all large industrialized nations to work together with other members of la Francophonie. I am sure that francophone nations will show true leadership on this issue.

Mr. Speaker, the announcement that I made with the Minister of Indian Affairs and Northern Development was a significant one. We are protecting culturally sensitive lands. We are protecting some very fragile ecosystems. We are protecting something that will be remembered for generations to come.

We owe three sets of thanks to people. We owe the Prime Minister, for his leadership. We owe the environmental groups, led by the Canadian Boreal Initiative. Most importantly, we owe the real leadership, over many decades and centuries, of our first nations partners, who join us in the gallery today.

Mr. Speaker, the leader of the NDP talks about the previous government. The leader of the NDP made a deal with the Liberals for $4.5 billion. Why did he not make climate change one of those factors.

We could have acted two years earlier, but the reality is the NDP got in bed with the Liberals one last time and we had to wait two more years for real leadership from this Prime Minister.

Mr. Speaker, the truth is that the government is taking action. It has regulated large companies. For the first time in the history of Canada, we are taking real action for real reductions—absolute greenhouse gas reductions. We are working very hard on transport and energy. For the first time in the history of Canada, we are working together, with all the provinces, with public money, to help this worthwhile cause.

Mr. Speaker, this government is going to keep its commitment to reduce in absolute terms the number of greenhouse gas emissions in this country by 20% by 2020.

I think it is fair to take criticism from the Bloc Québécois on this issue because at least it voted against the throne speech.

What we did see is, when we brought forward a new policy, the Liberal Party sit on its hands and allow that policy to become the law of the land.

Mr. Speaker, that is not the case at all. France's prime minister, president and minister of the environment have all been very clear: these measures would not apply to Canada.

Mr. Speaker, let us look at the facts. Greenhouse gas emissions are now 32.9% higher than they were supposed to be, than the Liberals promised internationally. The Liberals have besmirched Canada's reputation on the world scene because they failed to act.

All the Liberal Party wants to do is examine, investigate, probe, commission reports, analyze, debate and study. This government is taking real action.

Mr. Speaker, I reject totally the premise of the member's question. This government is taking real action to fight climate change, something that was not done for 10 years.

When Kyoto was signed, it was a 10 year marathon to reduce greenhouse gas emissions, and when the starting pistol went off on that marathon, this member and the Liberal Party began running in the opposite direction. We are working hard to clean up the mess left to us by the previous government.

We welcome the report that came forward from the United Nations panel. We think it should form part the important work that will take place at the next UN conference in Indonesia.

Mr. Speaker, we are taking action with real measures. That is what this government has vigorously supported. We do not just carry out studies and attend international conferences; we take real action in Canada. For the first time in Canada's history, we have taken action, we are regulating large companies. That never happened in 13 long years with the previous government, supported by the Bloc Québécois.

Mr. Speaker, the government will take the same position as this report, which was the inspiration for real action by the Government of Canada, all countries of the world and the United Nations. This report stated that we must take action. That was something that never happened over the course of 13 long years when the Liberal Party formed the government and while the Bloc Québécois did nothing for the environment or for Canada.
