Mr. Speaker, Quebec gave us Jean Chrétien and the leader of the Liberal party to work on resolving this problem. Unfortunately, we did not see any action. The previous government did absolutely nothing for 10 long years. This government is taking action. This government is in the process of establishing rules for large companies, which did not happen in the 13 long years the previous government was in power. We are getting things done and working very hard to get real results.

Mr. Speaker, we are in the process of working very hard with the European Union and with our fine colleagues in France. The Prime Minister had a very good meeting with the President of the French Republic. We have also met with France's new Prime Minister, François Fillon. Mr. Fillon was very clear that the purpose of this plan was not to target Canada.

Mr. Speaker, let me say first that I am surprised at this question.
There were two problems and there were two things that helped clean up the Hamilton Harbour Randle Reef. Those two things are the member for Burlington and the member for Ancaster—Dundas—Flamborough—Westdale. Those two members fought hard to get the money to clean up Randle Reef, one of the most contaminated sites in this country.
The Liberals had their chance to help Hamilton, but this government is cleaning up Randle Reef. This will lead to a better quality of life for people in Hamilton, a redevelopment of the Hamilton shoreline, and expanded port facilities. It is one more example of where this government is getting the job done.

Mr. Speaker, the member for Selkirk—Interlake, in addition to members of the Manitoba government caucus, have fought hard to finally begin to clean up Lake Winnipeg, a lake that was ignored for a generation by the previous Liberal government.
We will be able to restore the ecological integrity of the lake, which is good news for western Canada, good news for all Canadians.
The member for Selkirk—Interlake will be shocked to learn that the Liberal Party not only did not do anything about this, but voted against these funds for this important ecological restoration.

Mr. Speaker, this government and all of us on this side of the House are prepared to stand up for Canada and stand up for the environment. That is something we have not seen very often from members opposite.
Let us look at some recent reports by the commissioner. In 1998, “The federal government is failing to meet its policy commitments”. In 2002, “The federal government's sustainable development deficit is continuing to grow”. In 2005, “When it comes to protecting the environment, bold announcements are often made and then forgotten”.
That is the sad legacy left by the Liberal Party. We are working hard to clean up the mess. We believe we can get real results from the environment and we are delivering the goods to Canadians.

Mr. Speaker, the Commissioner for Environmental Sustainability, in the report yesterday, was very clear that the sustainable development strategies first introduced by the Liberal government in 1995 were never followed and were never done adequately.
I can only clean up so many Liberal messes at a time. The Liberals had 13 years of creating messes. At least give us 13 months for this minister to try to clean up some of their messes.

Mr. Speaker, we take the recommendations of the Auditor General's report and the report of the Commissioner of the Environment and Sustainable Development very seriously. We are going to work hard to implement all of the recommendations to ensure that we do a better job for the environment.
However, I do note that the NDP member is the same member who stood up and supported the Liberal government in its inept ways on the environment and he should be ashamed.

Mr. Speaker, I am pleased to get a question from the Liberal Party. I have not received one on the environment since June, by the way. We are committed to real action on the environment.
I sent a copy of Canada's plan on fighting global warming to someone, who said:
The approach you've taken, looking at the twin benefits of reducing emission of greenhouse gases and air pollutants, is exactly what we need to do on a wider scale...Congratulations once again for putting Canada in the ranks of those countries moving aggressively to reduce...greenhouse gases.
Do we know who said that? It was said by the executive director of the United Nations environment program.
