Questions on the Order Paper January 30th, 2023

Mr. Speaker, the Government of Canada has committed over $100 billion to climate action. The Government of Canada’s “Budget 2021—A Healthy Environment for a Healthy Economy” provides a breakdown of this commitment and is available at https://www.canada.ca/en/department-finance/news/2021/04/budget-2021-a-healthy-environment-for-a-healthy-economy.html.

The Canadian Climate Institute’s report on the costs of climate change, which is available at https://climateinstitute.ca/reports/the-costs-of-climate-change/, provides reports that explore the costs, impacts and consequences of accelerating climate change.

Questions on the Order Paper January 30th, 2023

Mr. Speaker, Canada is working with allies around the world to develop secure critical minerals value chains. Collaboration with the United States on critical minerals has been driven by the Canada-U.S. joint action plan on critical minerals, finalized in January 2020 and renewed in 2021. Collaboration between Canada and the United States on mineral and metal supply chains extends beyond this given integrated supply chains. For example, in 2021 alone, there was over $94 billion U.S. in two-way minerals and metals trade between the two countries. It is in this context that the government shares information on Canada’s mining sector with allies.

Canada has long been a trusted defence and security partner of the United States. Since its reactivation in 1985, the Defence Production Act, or DPA, Title III program recognizes this partnership, enables investments in Canadian projects and includes Canada as a domestic source for the purposes of the DPA Title III program. Information on company meetings that are being held with the DPA Title III program may involve sensitive commercial, scientific or technical information and represent potential contractual negotiations between third parties.

The development of critical mineral projects and supply chains is a key priority for Canada. This is reflected through the announcement of $3.8 billion in budget 2022 to implement Canada’s first critical minerals strategy. For more information on Canada’s critical minerals projects, visit the interactive map on NRCan’s website at https://atlas.gc.ca/critical-minerals/en/. Released on December 9, Canada’s critical minerals strategy, which can be found at https://www.canada.ca/en/campaign/critical-minerals-in-canada/canadian-critical-minerals-strategy.html, will advance the development of critical minerals value chains at home and abroad.

Carbon Pricing December 13th, 2022

Mr. Speaker, as I was saying, the value of Bitcoin increased significantly and then crashed spectacularly, and for the Conservatives, that was an economic plan.

Canadians deserve thoughtful plans to address their very real concern about climate and about the economy, not reckless rhetoric from Conservative politicians.

Carbon Pricing December 13th, 2022

Mr. Speaker, in 2004, the Liberal government in Ontario moved to shut down coal-fired power, and the federal Conservative Party claimed that was its climate plan. In 2008, the global economy crashed, bringing emissions down with it for a time, and the Conservatives called that a climate plan. This year, the value of Bitcoin failed significantly, and this was an economic—

The Environment December 6th, 2022

Mr. Speaker, it is very important to protect nature and biodiversity, and Canada is a leader in this area. It is also important that my colleague understand that we are undergoing an energy transition and that we must have a prosperous economy for the future. We have a plan to protect nature and to fight climate change but also to ensure a strong and prosperous economy for the future.

The Environment December 6th, 2022

Mr. Speaker, it is very significant that COP15 is being held here in Canada. It is very important to protect nature and biodiversity around the world. We have done a great deal on that here in Canada. We have invested to protect land and marine areas, and we have also promised to plant two million trees.

It is very important to be a global leader in protecting nature, and Canada is stepping up.

Carbon Pricing November 29th, 2022

Mr. Speaker, as I have said in the House a number of times, affordability is extremely important to all members of the House. This government has taken very significant actions to address that, but I would also say that eight out of 10 Canadian families actually get more money back from the carbon tax, from the price on pollution, than they actually pay.

In terms of misleading the House, I would ask the hon. member who asked the question about what he campaigned on in the last campaign, which included putting a price on pollution. I am not sure exactly how he explains that to his constituents. Misleading? Yes, that is very much misleading.

The Environment November 28th, 2022

Mr. Speaker, as I said, it is very important to have an environmental assessment process in place for all oil projects, as well as for other mining and forestry projects.

It is important that we have a process to examine the environmental impacts. We put a process like that in place. That is very important, and that process will be carried out for the projects that my colleague mentioned.

The Environment November 28th, 2022

Mr. Speaker, I would point out that any proposal for production within the areas in question would first and foremost be subject to the Impact Assessment Act, would have to fit within the framework of our climate plan and would have to offer the best emissions performance, including net-zero emissions by 2050.

Biodiversity is very important to the Government of Canada and to Canadians across the country.
