Mr. Speaker, this summer we all read about how the members of the Bloc Québécois decided that they would be more aggressive. However, that is no reason to spread falsehoods. The reality is that our government increased the grants to women's programs by 42%, making it the largest budget ever for the program that provides direct assistance to women, thus much less bureaucracy and more tangible results for women.

Mr. Speaker, nothing is further from the truth and that is shameful.
Just recently, I gave a grant to the Actu-Elle organization, which provides opportunities and tools to help women achieve economic independence. In addition, about 60 other projects will be announced over the course of the next few weeks with a total allocation of $8 million.

Mr. Speaker, what the member has just said is completely untrue. She knows quite well that our government increased funding for the women's program to its highest level, a 42% increase, and the member voted against it.

Mr. Speaker, our government is firmly committed to promoting linguistic duality. The latest budget earmarks $30 million over two years to help minority communities in our country. The government will continue to do its job in this area.

Mr. Speaker, this is an important issue.
In the Budget Implementation Act, 2007, we committed to giving $135 million to reconstruction and development in Afghanistan. Unfortunately, unelected Liberal senators are delaying Bill C-52.
We hope that the opposition members will support our development efforts for the Afghan people. Were they not the first to demand more money for reconstruction and development in Afghanistan and Kandahar?

Mr. Speaker, it is quite the contrary. The Prime Minister said that Canada would be committed to Africa. He also said that developing countries in our neighbourhood need help too and that Canada was prepared to help them as well.

Mr. Speaker, that is indeed what the Prime Minister did last week. He ensured that Canada was on the right path to meeting its commitments to Africa for development. The Prime Minister also joined his G-8 colleagues in making an announcement concerning the future of Africa.

Mr. Speaker, as I was saying, we are doubling aid to Africa by 2008-09 and we will be doubling all international aid by 2010-11. We have taken these measures and included them in the budget.
As for HIV-AIDS, the government already announced a number of initiatives, including a partnership with the Bill and Melinda Gates Foundation and another partnership worth $120 million, announced last December.

Mr. Speaker, as the Prime Minister clearly indicated last week, Canada is on track to honouring its commitment to doubling aid to Africa by 2008-09. No matter what the hon. member says, the Financial Times recently reported that Canada is the only G-8 country that is on track to meet its Gleneagles commitments.
