Mr. Speaker, I am pleased to table, in both official languages, the 2008-09 report to Parliament of the Transportation Safety Board.

Mr. Speaker, Mr. Dupuis also said he was surprised that this Parti Québécois proposal was raised at the National Assembly of Quebec in the midst of an economic crisis.

Having said that, I will negotiate with Quebec's elected government and not with the Bloc Québécois.

Mr. Speaker, when I met in February with my Quebec counterpart, Jacques Dupuis, we agreed to first focus on the economy and discuss this matter at a later date.

I have taken note of the Quebec National Assembly's unanimous motion and I am prepared to discuss this with my Quebec counterpart.

[Infrastructure Funds, May 14th, 2009]

Mr. Speaker, I will answer my colleague's question by saying that we announced $12 billion in infrastructure spending in our action plan in January. Since then, we have announced, among other things, a plan to refurbish the Lévis water treatment plant, which is in my colleague's riding.

[Health, May 5th, 2009]

Mr. Speaker, as I said yesterday, expert reports have found Val-Bélair's water to be potable. That being said, Mr. Labeaume had the right to close the two wells. I would like the member to know that I talked to Mayor Labeaume very early this morning. I also talked with the municipal councillor for the area. We all agreed to meet for the purpose of finding a solution.

[Health, May 4th, 2009]

Mr. Speaker, of course we are concerned about the health and safety of the people of Val-Bélair, as we are about that of everyone living in the Quebec City area. That being said, reports have been released, and people were invited to an information evening in early April. Val-Bélair's water quality has been found to be up to par.

That being said, it is within Mayor Labeaume's jurisdiction to close wells if he wants to.

Mr. Speaker, I want to thank my colleague for his interesting question. First, unlike all previous Liberal governments, our government promotes decentralization and respects the provinces and Quebec.

We have substantially increased transfers to Quebec since 2006, and we have recognized the Quebec nation. That is the difference between the Liberal Party and our government.

Quebec is well represented on this side of the House of Commons by me and my fellow members. And we are here because we believe in a strong Quebec within Canada.

Mr. Speaker, the answer is obvious. The answer is no, especially not after the threats and calls to violence that we have witnessed in the Quebec City region since the Bloc and the Parti Québécois stirred up controversy about the situation.

Everyone knows full well that threats and calls to violence are not part of Quebec's values. That is more like the Bloc's ideology.
