Mr. Speaker, to me Bill C-25 is a very important bill. It is about diversity.

At this point, we still have the opportunity, as we stand here today and as we listen to these speeches, to go out and promote awareness of the value of women and men of diversified backgrounds on boards, and also to share that with shareholders. I have to say that I actually take offence at the notion of quotas, because I believe everyone wants the best talent to be appointed to a board, not based on quotas.

I am wondering if my colleague could speak to the unintended consequences of quotas for appointments to boards.

[Petitions, March 24th, 2017]

Mr. Speaker, it is an honour to rise and submit a petition in relation to community television and media. Dozens of New Brunswickers have signed a petition which asks the government to enable community-operated media centres that would ensure the survival of community television. It also calls for the availability of local media in small towns and neighbourhoods that are not served by private or public media. The petitioners also call upon the government to ensure that Canadians have access to multimedia platforms, multimedia skills training, content distribution capacity, and the digital economy.

[Innovation, Science and Economic Development, March 9th, 2017]

Mr. Speaker, today's marketplace is a rapidly changing environment, and Canada is uniquely positioned to attract and develop talent to further sustain and scale up innovative companies across our country. The government has been clear about the need to grow our economy and create jobs, jobs that will allow our companies to expand and succeed.

Can the Minister of Innovation, Science and Economic Development explain to the House what this government is doing to increase, develop, train, and grow our Canadian talent?

Madam Speaker, my hon. colleague said that his constituents in Edmonton West all need tax cuts. Does he see that they at some point want a healthy environment, too, and an appropriate legacy for our children and grandchildren?

[Black History Month, February 13th, 2017]

Mr. Speaker, I am pleased to rise in the House today to acknowledge Black History Month.

The community of Elm Hill, New Brunswick in my riding is one of the earliest black settlements. Established in 1806 by black Loyalists, settlers were promised freedom in exchange for their loyalty to the British crown. Like many other Loyalists who arrived in New Brunswick, they were given land grants and supplies, and Elm Hill became a thriving farm community.

Despite their past and ongoing struggles, Elm Hill residents are a living reminder of Canada's proud history of freedom, tolerance, and openness. Elm Hill's story is an incredibly rich goldmine of oral and anecdotal history. As the member for New Brunswick Southwest, I am honoured to play a part in its sharing and preservation.

Mr. Speaker, with the rise in protectionism, I wonder how my colleague opposite would respond to what impact not ratifying CETA at this time may have on our economic stability as a country, as well as jobs across Canada.

Madam Speaker, I would certainly agree with the previous member's statement regarding our shared values with the Europeans and the opportunities for expanding markets.

Does the hon. member for St. Albert—Edmonton believe, as I do, that this agreement is a positive antidote to the rise of protectionism?

Mr. Speaker, first, I want to thank my hon. colleague for his helpful presentation of the historical context in which we find ourselves today.

As a fellow member of the trade committee and a strong free trader himself, does the hon. member share my enthusiasm for an agreement that may well serve as a model to the world in these changing times internationally?
