Statements in the House

Committees of the House November 30th, 2017

Mr. Speaker, since Confederation, the demographics of the House have not necessarily perfectly represented the demographics of Canada. There are many families in Canada that have babies or young children, so their style of life is different. If that is not acknowledged and made easy to deal with, they may not have equal representation in the House.

I am very pleased today to present a report that tries to remove some of those barriers.

I have the honour to present, in both official languages, the 48th report of the Standing Committee on Procedure and House Affairs, entitled “Services and Facilities Provided to Members of Parliament with Young Children”. Pursuant to Standing Order 109, the committee requests that the government table a comprehensive response to the report.

Government Appointments November 29th, 2017

Mr. Speaker, the Prime Minister announced today that his pick for appointment to the Supreme Court of Canada is the Hon. Sheilah L. Martin.

This nomination will fill the vacancy created by the retirement of Chief Justice Beverley McLachlin, after a remarkable legal career.

Justice Martin had been sitting on the courts of appeal of Alberta, the Northwest Territories, and Nunavut. She previously sat on Alberta's Court of Queen's Bench and the Yukon Supreme Court.

Would the Prime Minister please inform the House how this selection was made?

Budget Implementation Act, 2017, No. 2 November 28th, 2017

Mr. Speaker, I am delighted to hear that the Conservatives have the nerve to bring up their economic record, every year of which they were in deficit except one, with the lowest growth since the Great Depression, and huge unemployment.

I was more shocked to see the NDP suggest cutting funds for the largest housing project in Canadian history, money for low-income seniors, money for low-income students, the national child credit that has brought 300,000 children out of poverty, and the working income tax credit. These are all investments that have created the highest employment record in a decade, with the highest economic growth.

Could the member talk about something that is not his talking points?

Access to Information Act November 27th, 2017

Madam Speaker, I have a question for the member, but I do not speak French.

First of all, I am delighted that the member brought up transit, because I would love to see the comparison of the billions upon billions we are putting into transit with this party, and I will maybe ask the environment minister to do that.

The member said we should go a bit further in some clauses. Could he name one clause and explain the wording he would like us to go farther on, especially with his experience as a journalist?

Committees of the House November 27th, 2017

Mr. Speaker, if the House gives its consent, I move that the 47th report of the Standing Committee on Procedure and House Affairs, presented to the House today, be concurred in.

Committees of the House November 27th, 2017

Mr. Speaker, pursuant to Standing Orders 104 and 114, I have the honour to present, in both official languages, the 47th report of the Standing Committee on Procedure and House Affairs regarding the membership of committees of the House. If the House gives its consent, I intend to move concurrence in the 47th report later this day.

Natural Resources November 22nd, 2017

Mr. Speaker, with the opening of the Inuvik to Tuktoyaktuk road, and the commemoration of the Alaska Highway, growth and the potential of the north has never been higher. Infrastructure investments mean growth of industry at a time when our communities are expanding and diversifying.

Fuelling this growth are clean technology projects in energy, mining, and forestry sectors. By helping reduce greenhouse gases and improving environmental outcomes, we have committed to smart, sustainable management of our natural resources.

Could the minister update the House on the importance of the clean growth program and promoting clean technologies?

Alaska Highway November 21st, 2017

Mr. Speaker, 75 years ago, the Alaska Highway was officially opened with a ceremony at Soldier's Summit, one of the greatest infrastructure projects in Canadian and American history.

The Alaska Highway opened with 1,700 kilometres of road from Dawson Creek, B.C. to Delta Junction, Alaska. During the Second World War, the Japanese captured a foothold in Alaska. Through mountains, permafrost, muskegs, swamps, and across numerous rivers, the road was built in less than a year, with determination and a wartime need to connect Alaska to the rest of the continent.

The construction of the Alaska Highway resulted in monumental changes to the way of life in the Yukon. There were serious effects on the welfare of social societies of some indigenous peoples along the route, some of who worked on the project.

Today it is a lasting symbol of friendship between Canada and the United States as well as a huge tourism draw, as people from all over the world take this iconic drive and witness the breathtaking scenery and abundance of wildlife.

Committees of the House November 20th, 2017

Mr. Speaker, I have the honour to present, in both official languages, the 45th report of the Standing Committee on Procedure and House Affairs in relation to its study of the supplementary estimates (B) for the fiscal year 2017-18.

I also have the honour to present, in both official languages, the 46th report of the Standing Committee on Procedure and House Affairs. The committee advises that, pursuant to Standing Order 92(3)(a), the committee reports that it has concurred in the report of the Subcommittee on Private Members' Business arising that Bill C-352, an act to amend the Canada Shipping Act, 2001 and to provide for the development of a national strategy on the abandonment of vessels, should be designated non-votable.

National Security Act, 2017 November 20th, 2017

Madam Speaker, I am glad that in his speech the member emphasized on three occasions that the minister is making a lot of changes to the security system. I have two questions, an easy one and then a harder one.

The member mentioned there are a number of things that the NDP would support. Could he just mention one more way that was not in his speech?

The member talked about information gathering, which is a fair comment. However, as he knows, there have been situations in Canada where the information is in various silos, various departments, and various agencies and crimes have been committed that would not have been committed if there were information sharing. Not to retract from the member's suggestion of removing it, how would he then solve that particular problem?
