Mr. Speaker, in reply to the direct question of whether or not the fees of Mr. Colvin's lawyer will be paid, the answer is yes. There are procedures to be followed and the government will ensure that his fees are paid under the appropriate circumstances.

Mr. Speaker, if I understand the hon. member correctly, the individual in question donated $250, thus violating some rule somehow. I invite the member to review the political party financing legislation and then tell us whether or not these people complied with the provisions therein. These people obeyed the law to the letter.

Mr. Speaker, if the member had taken a moment to look at Mr. Brunet's resumé, he would know that Mr. Brunet is a past president of Engineers Canada. He brings tremendous knowledge and extensive professional experience to the position and carries out his responsibilities honestly and ethically. Once again, if the Bloc members wish to lay accusations, let them reveal their information.

Mr. Speaker, once again, we have the desperate Bloc Québécois leader constantly making unfounded accusations. He is attacking the reputation of certain people.

Did these people comply with legal provisions pertaining to political party funding? You will remember that this side of the House has put in place the strictest measures ever implemented by a government. Once again I invite the Bloc to file a formal complaint if it has one.

Mr. Speaker, as is the case with many boards of directors, they are autonomous. They operate autonomously. More to the point, if the Leader of the Bloc Québécois would like to make a formal complaint, he knows exactly what he must do and where he should go.

I would like to point out in the meantime that Senator Housakos has asked the Senate Ethics Officer to shed light on this issue. If the Leader of the Bloc has anything to say or to reveal, I invite him to do so.

Mr. Speaker, let me quote the hon. member who said, this week, in the House:

I do not believe that Canada's commitment to Afghanistan can, in any way, shape or form, end in 2011. I do not believe our commitment to the region can end in 2011.

Then he went on to talk about development.

Our position is clear. The military combat mission will end in 2011.

Mr. Speaker, it seems the only person who is confused is the hon. member on the other side of the House.

Let me be perfectly clear. Canada will end its military mission in 2011. Do I have to repeat it to him in French?

Honduras October 7th, 2009

Mr. Speaker, our government is concerned about the increasing tensions in Honduras after the sudden and unexpected return of President Zelaya on September 21, 2009.

In spite of the provocation from both sides, we still hope that it will be possible to peacefully resolve the situation, using the San Jose accord as a starting point. The President of Costa Rica, Oscar Arias, introduced the San Jose accord in July of this year as a way to help reach a peaceful and mediated resolution to the current political crisis. Canada has expressed its strong support for this peace plan.

From the beginning, my colleague, the Minister of State of Foreign Affairs (Americas), has played an active role in ongoing discussions at the Organization of American States to find a solution to this crisis. He represented Canada at the special session of the OAS's general assembly on July 4, where it was decided to suspend Honduras. The Minister of State remains in contact with various people involved, including the Organization's secretary general, José Miguel Insulza, as well as President Zelaya and President Roberto Micheletti.

The minister of state and I lobbied hard in favour of President Arias' efforts to mediate. Canada is ready to help in any way it can. In addition, the Minister of State of Foreign Affairs (Americas) participated in the special mission with OAS foreign affairs ministers on August 24 and 25 to promote the signing of the San José accord. Unfortunately, an agreement could not be finalized under the existing circumstances. A second mission of the Organization of American States was therefore scheduled for October 7 and 8 to promote dialogue and the restoration of democracy in Honduras.

The minister of state will participate in the mission together with representatives from Mexico, Costa Rica, Panama, El Salvador, Ecuador, Jamaica, Guatemala, the Dominican Republic, Argentina and Brazil. Canada takes its role in the Organization of American States very seriously. Our participation demonstrates our unwavering commitment to defending the organization's democratic values and principles.

As American states, we are responsible for ensuring that democracy is restored to Honduras. This is also in our best interest. With its clear vision and strategy for the Americas and its coordinated approach, Canada is known for its contribution to building a more prosperous, safer and, above all, more democratic Central America.

The Secretary General of the OAS expressed his gratitude to Canada for its commitment to the process, emphasizing that Canada's constructive participation in the debate is of critical importance to all parties involved. Under the Prime Minister, Canada has begun renewing its involvement in the Americas, and we are determined to play a greater role in this hemisphere in the long term.

Honduras October 7th, 2009

Mr. Speaker, at the outset of this crisis, the Minister of State of Foreign Affairs for the Americas has taken a lead role in discussions through the OAS, the Organization of American States, to initiate a national dialogue between the parties.

The government supports the plan put forward by Costa Rican President Arias as a means to come to a peaceful and negotiated settlement.

The minister is currently, as a key member, participating in a mission to bring long-lasting peace to Honduras and to bring back a legitimate democracy.

Mr. Speaker, the position of the Government of Canada is well known. The extent of the fraud is something, as I mentioned earlier, that has to be determined by the agency in charge, in other words the Electoral Complaints Commission. The commission is in the process of doing its work and once it has finished, we will be able to comment on the result of the election.
