Mr. Speaker, it is only natural that in the context of any action following such a explosion, the municipalities have regulations in place. I understand that Quebec City also has regulations in place. The Canadian government will of course comply with Quebec City's regulations and, specifically, regulations concerning the protection of the public in the immediate area of the explosion.

Mr. Speaker, in response to a question from the Leader of the Opposition, the Prime Minister indicated that it was a historic monument. However, it is also important to piece together the string of events that led to this tragic fire. The Prime Minister also indicated that we are prepared to explore every means to proceed with the reconstruction of this heritage building.

Mr. Speaker, my hon. colleague is continuing to raise his voice, but that does not make him any more convincing.
In the end, people know that it is this government that is accomplishing things for Quebec. We corrected the fiscal imbalance, we increased transfers to Quebec and we gave Quebec a seat at UNESCO. We are taking action, while the eternal leader of the Bloc Québécois continues to gad about.

Mr. Speaker, every day in this House, the government is taking action to promote open federalism.
Hon. members will recall that the last time the Bloc Québécois had the opportunity to support a budget brought down by my colleague, the Minister of Finance—which was not so long ago—the Bloc decided to vote against that budget. And what did that budget do? It eliminated the millennium scholarships. How can people have confidence in the Bloc?

Mr. Speaker, Infrastructure Canada, INFC, did not provide any funding directly toward the construction or improvement of the Trans-Labrador Highway, Québec route 138 east of Sept-Îles or Québec route 389 in the past three fiscal years. However, the Government of Canada and the Government of Newfoundland and Labrador jointly announced on December 17, 2007 that improvements to the Trans-Labrador Highway and upgrading of the Argentia Access Road will be among the first funding priorities under building Canada.

Mr. Speaker, we are the first government that has committed to reduce greenhouse gases by 20% by 2020. What is interesting is what Pierre Marc Johnson, the successor to René Lévesque in Quebec, as we all know, said. What did this former premier say? He said:
Canada will now be able to speak once again with credibility in the international community by contributing more than words to the stabilization of the concentration of greenhouse gas emissions—
We are getting the job done.
Regional Economic Development March 14th, 2008
Mr. Speaker, I am stunned. Finally a member from the greater Toronto area who is beginning to take an interest in another part of Ontario, the greater Ottawa area.
I have to say that this government promised, first and foremost, to work with the provinces on a program for infrastructure renewal throughout the country.
In fact, my colleague made an announcement regarding Highway 174, in his riding, which will contribute a great deal more to his region than other projects proposed by the opposition.

Mr. Speaker, since we have been in power, we have established a fair policy for all the regions. We know full well that Quebec has a very strong aerospace industry. We have encouraged it. We know that Quebec has developed a critical mass around research and development. We have supported it. Quebeckers know that one thing is clear. When the time comes to deliver the goods and keep a promise, they can depend on us. The Bloc Québécois can never do that.

Mr. Speaker, here is one more Bloc Québécois member who is unable to deliver anything for Quebeckers. He walks around Quebec empty handed. Over the past two years, we have corrected the fiscal imbalance, which allowed Quebec to have a balanced budget and gave Quebec an additional $4.5 billion. We have also intervened in the manufacturing sector. We are taking action for Quebeckers in the aerospace industry. We are delivering the goods, unlike the Bloc Québécois.
