Mr. Speaker, I have two petitions to present.

The first petition is signed by Canadians who recognize that CBC revealed some time ago that gender selection pregnancy termination is happening in Canada.

The petitioners point out that 92% of Canadians oppose this gender selection abortion and that all parties in the House condemned this practice.

The petitioners call upon the House of Commons, as a House, to condemn it so the world can see that we simply do not accept that here in Canada.

The Environment April 30th, 2013

Mr. Speaker, development of our natural resources is very important for creating jobs, for adding to our economy and for providing money for health care, education and other social programs,

Opposition parties criticizing the government for not paying enough attention to protecting the environment as major projects like mines and pipelines are being developed are slowing this development, thus killing jobs and reducing funding for social programs.

I would ask the Minister of Natural Resources for evidence that the government is in fact protecting the environment in the development of these major natural resource projects.

Mr. Speaker, the second petition is on the definition of a human being. Petitioners note that Canada's 400-year-old definition of a human being says that a child does not become a human being until the moment of complete birth. This is in spite of the fact that science has shown something quite different. Therefore, the petitioners call on the House of Commons to confirm that every human being is recognized under Canadian law as a human being in section 223 of our Criminal Code.

Mr. Speaker, I have two petitions to present this morning.

In the first, petitioners call on the House to condemn discrimination against females occurring through sex-selective pregnancy termination. CBC carried a program that indicated that when ultrasounds done in Canada determine the child to be female, the mother will abort the female. When this was brought out, all parties in the House of Commons condemned that practice.

Petitioners are calling on Parliament to condemn the practice of gender selection pregnancy termination.

Mr. Speaker, I have the honour to present today, in both official languages, the fifth report of the Standing Committee on Natural Resources in relation to the main estimates for fiscal year ending March 31, 2014. The committee has studied the main estimates and reports the same.

The petitioners call upon Parliament to condemn the practice of gender selection termination, wherein a woman finds out through ultrasound that a child is female and aborts the child.

Mr. Speaker, I have two petitions to present today.

The first petition is signed by constituents who are calling upon Parliament to review Canada's 400-year-old definition of a “human being”, which states that a child does not become a human being until the moment of complete birth.

The petitioners call upon Parliament to review that definition, to take into account modern science, and to revise that definition based upon modern science.

Privilege March 26th, 2013

Mr. Speaker, I am not going to go through the process that has been well laid out by the member for Langley, but I want to say that I too feel that my rights have been infringed on by members of the party because I am not allowed to speak on certain topics in S. O. 31s. I have had S. O. 31s removed, and I have been told that if I have one on a certain topic, I simply will not be given an S. O. 31. I believe this is infringing on my right as an MP to freedom of speech and to represent my constituents freely.

The government whip has pointed out that the procedure has evolved and the parties have been given control of these lists. I do not think I would object to that, as long as they do not infringe on the rights of individual members, but that is what has been happening. I have had my rights taken away when it comes to representing my constituents on certain topics, and I just do not think that is appropriate. Already, as you know, independents are given S. O. 31s, so it is not only recognized parties that have S. O. 31s.

In considering this issue, I ask you to consider that and to consider the possibility that members from all parties may be handled in some way as independents if they feel their rights are being infringed upon or overridden in some way by the leaderships of their parties.

Thank you very much, Mr. Speaker.

I am honoured to present a petition from people from Tofield, mainly from Tofield Lodge. The petitioners note that the CBC has revealed that ultrasounds are being used in Canada to determine the sex of an unborn child so that they can be used to terminate the pregnancy if the child is a girl. The petitioners note that this Parliament—all parties, in fact—have condemned sex selection in this House, and they call upon Parliament to support Motion No. 408 and condemn discrimination against females occurring through sex selection pregnancy termination.

Mr. Speaker, I have the honour to present a petition on behalf of constituents. They note that Canada's definition of a child is a 400-year-old definition that defines a human being as becoming a human being only at the moment of complete birth.

They call upon Parliament to confirm that every human being is recognized by Canadian law by amending section 223 of our Criminal Code in a way the reflects 21st century science on this issue.
