Mr. Speaker, I can only repeat that our government is moving ahead on this project. It is in the national interest. It is important for our country. It is important not only for Alberta, but for Canada as a whole. By contrast, the Harper Conservatives did not get anything done during their 10 years in office. We are moving ahead on this project. The question is not if, but when. We are working with our partners to make sure that we are going to move forward on this project, which is so important for Canada.

Mr. Speaker, as we have said time and time again, this project is in the national interest. We cannot make that any clearer. That is why we are going to move it forward and ensure that it is built. We are currently talking to our partners. I can also say that Harper's Conservatives were unable to accomplish anything on this file for 10 years. They did not even initiate discussions with indigenous peoples. They did not develop environmental strategies. We believe in developing both the economy and the environment.

Mr. Speaker, we are very proud of our federal-provincial co-operation and we always have been. Let us be clear: this project is in the national interest. That is why we are moving forward with it. This type of project falls under federal jurisdiction. Let us be clear: the Supreme Court has already ruled on the matter, as everyone knows.

This project is in the national interest and we will continue to move ahead with it.

Air Transportation March 27th, 2018

Mr. Speaker, I always try to show courage in everything I do in life. I promised Canadians that there would be a passenger bill of rights when the bill is passed. That bill of rights will be prepared by the Canadian Transportation Agency. It will be the best passenger bill of rights in the world. If my colleague can be patient a little longer, it will come out later this year.

Mr. Speaker, we are taking measures to accelerate the flow of grain for our western farmers to get it to world markets. At the same time, I have been urging the other chamber to move as quickly as possible in the adoption of Bill C-49.

Unlike the Harper government, which had 10 years to try to modernize the movement of freight rail and did not do anything except come up with a band-aid bill, we are actually putting in place something that will allow us to deal with the movement of freight rail, including grain, efficiently once that bill is passed.

Mr. Speaker, my colleague touched on so many topics, I do not know where to begin.

As far as farmers are concerned, we want western Canadian grain to get to where it is going as quickly as possible. That is why the Minister of Agriculture and I wrote to CN and CP to tell them that they had to do better. They have put a program in place in order to do better. We will monitor the situation on a daily basis to ensure a sustained increase in the volume of shipments.

Mr. Speaker, after the Minister of Agriculture and I wrote to CN and CP and told them that we were not satisfied with the movement of grain, they came back to us with plans that involve considerably more resources in terms of crews, in terms of equipment, and in terms of prioritization for the movement of grain.

We want to get our farmers' grain out to the west coast. I am monitoring this on a daily basis with the Minister of Agriculture, and we will continue to insist on this accelerated pace of movement of Canadian western farmers' grain to market.

Mr. Speaker, I thank my colleague from Alfred-Pellan for his question and for his hard work on the Standing Committee on Transport, Infrastructure and Communities. Our government recognizes how important the passenger rail system is here in Canada. This is why, in budget 2018, we announced that VIA Rail passenger cars and locomotives in the Quebec City-Windsor corridor would be replaced. This means that by 2022, passengers will have access to more comfortable, safer, greener, and more accessible trains.

Mr. Speaker, we want to get our western farmers' grain to market as quickly as possible, unlike the previous government, which for 10 years did not do a darn thing to move grain and other commodities more efficiently. By the way, they voted against Bill C-49 and I would ask them to speak to their colleagues in the other House to speed up the process with Bill C-49.

In the meantime, the Minister of Agriculture and I have spoken to CN and CP, and told them that they have to do better. They are doing better, but we will watch them very carefully.
