moved for leave to introduce Bill C-506, an act to amend the Copyright Act.

Mr. Speaker, I would like to thank the hon. member for Kitchener Centre for seconding this bill.

This bill amends the Copyright Act in order to give programming undertakings more time to destroy ephemeral recordings of a work. It also requires broadcasting undertakings to destroy reproductions of an ephemeral recording as soon as they no longer possess the sound recording or the performance or work fixed by means of a sound recording.

Repealing subsections 30.8(8) and 30.9(6) will allow programming and broadcasting undertakings to benefit from the application of sections 30.8 and 30.9 even if a licence to copy the work is available from a collective society.

Mr. Speaker, I have two reports to present.

First, I have the honour to present the 13th report of the Standing Committee on Procedure and House Affairs. In accordance with its order of reference of Tuesday, February 24, 2004, your committee has considered Vote 25 under Privy Council in the Main Estimates for the fiscal year ending March 31, 2005, and reports the same.

Second, I have the honour to present the 14th report of the Standing Committee on Procedure and House Affairs regarding the list of members of the Standing Committee on Fisheries and Oceans. With the unanimous consent of the House, I intend to move concurrence in the fourteenth report later this day.

[Salon du livre de l'Outaouais, March 26th, 2004]

Mr. Speaker, the 25th annual Salon du livre de l'Outaouais has begun, and the Outaouais region is extremely proud to greet spring with its book fair.

I want to congratulate the Salon du livre de l'Outaouais for the work it has accomplished over the past 25 years. Each year, the Salon attracts more than 30,000 visitors. It is an excellent opportunity for readers to meet a great many authors.

I want to take this opportunity to thank the 250 volunteers who have devoted so much of their time to organizing this event, particularly its chair, Estelle Desfossés.

Reading is essential to the development of children, the future builders of Canada. Since our country's future depends on knowledge, I am pleased to support an event that, year after year, fosters the acquisition of knowledge.

The Salon, which runs from March 24 to 28, is a major event in the publishing world. I invite all my colleagues and the public to visit the Salon du livre de l'Outaouais and to “lire aux éclats”, which alludes to the great joy of reading.

[Festival du film de l'Outaouais, March 23rd, 2004]

Mr. Speaker, I would like to remind hon. members that they still have a few days to enjoy the Festival du film de l'Outaouais.

The sixth edition of the Festival du film de l'Outaouais includes some 40 movies from about 15 countries. These include Quebec films such as Seducing Doctor Lewis , In the Eye of the Cat , The Far Side of the Moon , Gaz Bar Blues , and the co-production, The Triplettes of Belleville .

This year, the Canadian production has enjoyed exceptional success and I want to pay tribute to all those who work in the film industry. It is also thanks to the determination of cultural promoters such as Didier Farré, the festival's director, if Canadians have access to such a variety of interesting films.

I urge my colleagues to not miss this major event in the Outaouais region.

Mr. Speaker, I will be tabling two reports. First, I have the honour to present the ninth report of the Standing Committee of Procedure and House Affairs regarding the associate membership of certain committees of the House.

With leave of the House, I intend to move concurrence in the ninth report later this day.

Second, I have the honour to present the tenth report of the Standing Committee on Procedure and House Affairs regarding its order of reference of Wednesday, February 18, regarding Bill C-3, an act to amend the Canada Elections Act and the Income Tax Act.

The committee has considered Bill C-3 and has agreed to report it with amendments.

[International Women's Week, March 12th, 2004]

Mr. Speaker, from March 7 to 13, we are celebrating International Women's Week. I want to take this opportunity to pay tribute to all the women around us and to recognize their role as mentors in our lives.

This year's theme, “She's on a Role”, stresses women's role as models. These women have greatly contributed to helping us become who we are. The media have told us about Julie Payette and Louise Arbour, who are models whose achievements are a great source of pride.

However, we must not forget the women who are inspiring us and guiding us on a daily basis. Many Canadian women have accomplished great things in their communities, in their countries and in the world, this in a variety of areas.

While these women sometimes get little recognition for their efforts, they are remarkable examples of tenacity that should encourage young people to pursue their dreams, despite the obstacles and hurdles they may encounter along the way.

Let us sincerely thank all the Canadian women who inspire us and who accompany us every day.

Mr. Speaker, my question is for the Minister of Industry.

What is the government doing to ensure that Canadian universities have the means to attract and retain the best researchers and the most gifted students in order to train the highly qualified labour force that our economy needs so much?

[Denys Arcand, March 8th, 2004]

Mr. Speaker, Canadians have one more reason to be proud of their country and of their fellow citizens.

After winning acclaim at Cannes and other top honours from the film industry, The Barbarian Invasions by Denys Arcand won the Oscar for best foreign language film last week in Hollywood.

This Oscar is the crowning touch to the worldwide triumph of Mr. Arcand's film. Mr. Arcand has already indicated that he is not about to rest on his laurels and that he will be getting back to work very soon.

I think Denys Arcand's outstanding success deserves our recognition. I am certain that Mr. Arcand will be a source of inspiration and an example for all Canadians and I ask my colleagues to join me in offering him our warmest congratulations.
