Statements in the House

Agriculture and Agri-Food April 29th, 2021

Mr. Speaker, I am pleased to inform by colleague from Châteauguay—Lacolle and farmers that Dynacare has recently taken over all COVID-19 testing for temporary foreign workers arriving in Quebec.

Dynacare is well-established in many regions of Quebec, and we are optimistic that the company will be able to respond to the demand in French, English and even Spanish via video conference and in person when necessary to administer day eight tests.

Agriculture and Agri-Food April 20th, 2021

Mr. Speaker, a few days ago, I announced, jointly with the Quebec minister of agriculture, fisheries and food, the creation of the Canada-Quebec livestock assistance initiative under the AgriRecovery program to provide financial support to the cattle, pig and large game industries.

A total of $21.8 million will help to mitigate the costs associated with keeping animals on the farm because of processing slowdowns, as well as the costs associated with ensuring animal welfare and our food security.

Agriculture and Agri-Food April 19th, 2021

Mr. Speaker, once again, I can assure the member that we are very aware of the problems associated with the day-10 test. We understand the urgency and importance of essential foreign farm workers, and we are doing everything we can.

A number of discussions are under way, and we are close to finding a solution and implementing it. A few more days of patience are needed. Overall, the arrival of foreign workers is going well, and we are doing this to ensure the safety of Canadians, the safety of workers and obviously food safety.

Agriculture and Agri-Food April 19th, 2021

Mr. Speaker, I can reassure my colleague and all producers that we are working very closely with the industry and with our Government of Quebec colleagues to find fast, effective solutions.

We are acutely aware of concerns about the day-10 tests, and we will have additional resources to address the situation very soon.

I also want to point out that, overall, the arrival of foreign workers is going very well, and we are expecting a good season.

Agriculture and Agri-Food April 16th, 2021

Madam Speaker, we are making major investments in research to help our agricultural producers. We are very serious about striking a balance to make that transition happen while keeping Canadians safe and healthy, which is obviously our top priority.

Regulations are in place, and we are investing in science.

Agriculture and Agri-Food April 16th, 2021

Madam Speaker, we are making significant investments in research to help our farmers adapt and engage in sustainable agriculture.

I do want to point out that there is a framework for neonicotinoids. The most recent study looked into the safety of plants and aquatic life. Let us not confuse the issue. This is a very complex subject that we are taking seriously in order to keep Canadians safe and healthy.

Agriculture and Agri-Food March 23rd, 2021

Mr. Speaker, I want to reassure my colleague and all Canadian farmers that we are working really seriously to make sure that the procedure is safe for temporary foreign workers and safe for Canadians.

We know there is a challenge around day 10 tests, but I can assure the member that we are working on it. We have already put in place additional resources and a line that is specifically dedicated to foreign workers.

Fisheries and Oceans March 12th, 2021

Madam Speaker, the Supreme Court has affirmed the treaty right of first nations to fish, and we have never stopped working to implement that right. It is a way for first nations to exercise their right safely this season, before negotiating a final agreement. Fishing seasons guarantee that stocks are harvested sustainably, and any measure that might be taken must be based on conservation of fish stocks, in view of stable and transparent fisheries management.

COVID-19 Emergency Response March 12th, 2021

Madam Speaker, I agree with my colleague that our sugar shacks are an important sector of activity for our rural regions.

We want to help them through different programs, as we have been doing with several small businesses. I would like to take this opportunity to note that the maple syrup industry had a record year last year. I want to congratulate the sugar shacks and we will continue to work on this.

I also want to encourage all my colleagues to rise to the “sugar shack at home” challenge. It is a great way to support our sugar shacks.

Fisheries and Oceans March 12th, 2021

Madam Speaker, our government is committed to adopting an approach based on recognition of first nations treaty rights, conservation and sustainability of fish stocks, and transparent and stable management of the fishery.

Lobster stocks are healthy, and this approach, which includes established fishing seasons, will ensure that stocks continue to be harvested sustainably and will ensure stable and transparent management of the fishery. Conservation is a priority for all fishers, including first nations, and they will all benefit from an orderly and peaceful fishery.
