Questions on the Order Paper January 25th, 2021

Mr. Speaker, with regard to part (a), at the beginning of the COVID-19 shutdown, most of Agriculture and Agri-Food Canada’s, AAFC, research and development centres remained open in a limited capacity to take care of non-research, critical services such as care of livestock and collections, insects and germplasm, and the maintenance of specialized equipment and biocontainment facilities; and activities to ensure long-term stewardship of land and protect long-term studies, maintain plant germplasm, field equipment and infrastructure, maintain bee colonies and hives, and provide critical material to the sector, e.g., breeder seed.

In May and June, many field-based research projects that were time-sensitive to the planting season resumed, including registration/co-op trials, early generation variety plots to support genetic development, agronomic trials, integrated pest management research and agri-environment research.

AAFC started re-entry back into its research facilities in the middle of August. As of October 13, 2020, all 20 AAFC research centres have resumed a number of laboratory, greenhouse and barn research activities.

With regard to part (b), projects and activities that could be conducted virtually have continued throughout the pandemic.

With regard to part (c), many of AAFC’s research projects are reduced in capacity activity-wise due to COVID-19, but the extent to which these reductions will be evident at the end of fiscal has yet to be determined, as circumstances are still evolving.

With regard to part (d), specific plans to resume full operations of research activities have not been established at this time. AAFC continues to monitor the situation and is ready to adapt its approach as appropriate. The health and safety of AAFC employees continues to be the number one priority in all decision-making matters, and the department will be closely monitoring the situation across the country and continuing to adhere to guidance from local and provincial authorities.

Agriculture and Agri-Food December 11th, 2020

Madam Speaker, I was very proud, a couple of weeks ago, to put a clear offer on the table to my counterparts from the provinces to improve AgriStability by 50%. The Government of Canada is ready to remove the reference margin limit in the AgriStability program and increase the compensation rate from 70% to 80%. I am waiting for a response from my counterparts in the provinces.

Agriculture and Agri-Food December 11th, 2020

Madam Speaker, I am well aware of the price on pollution. We analyzed it in great detail.

That is why there are exemptions for our farmers, such as exemptions for the fuel used on farms and exemptions for greenhouses.

We are working very hard. We have a number of programs to help our farmers access better technologies for sustainable agriculture. In the economic update, we also announced $98 million for sustainable agriculture programs.

Questions on the Order Paper December 9th, 2020

Mr. Speaker, in regard to part (a) of the question, the dairy farm investment program, which was established as a result of the Comprehensive Economic and Trade Agreement, provided $61,852,928.14 in fiscal year 2018-19 and $61,686,884.48 in fiscal year 2019-20 in dairy compensation.

In regard to part (b), the dairy direct payment program provided $338,634,952.78 in fiscal year 2019-20 as compensation for dairy farmers.

Finally, in regard to part (c), details related to planned payments for eligible producers of supply-managed commodities are still being determined.

Agriculture December 7th, 2020

Madam Speaker, our pollution pricing policy is designed to grow a clean economy. To support the sector, we have put in place the following measures: emissions from livestock and crop production are not priced, farm fuels and fuels from cardlock facilities are exempt, and there is a partial rebate for propane and natural gas used in commercial greenhouses.

Agriculture December 7th, 2020

Madam Speaker, I can reassure my colleague that we are very aware of what our farmers need. We also have very important environmental obligations.

When it comes to the price on pollution, we have granted exemptions for farm fuel. We have granted exemptions for greenhouses too, and we are monitoring this file closely together with our Environment Canada colleagues.

Business of Supply December 2nd, 2020

Mr. Speaker, I would like to correct my vote and vote against the motion.

Agriculture and Agri-Food December 1st, 2020

Mr. Speaker, last Saturday, we announced that the remainder of the $1.75 billion promised to dairy farmers in compensation for the first two agreements would be paid out not over seven years but over three years. That represents $468 million per year or $38,000 per year over three years for an average farm with 80 cows.

Egg and poultry farmers will receive $691 million over 10 years in the form of investment and marketing programs.

Agriculture and Agri-Food November 24th, 2020

Mr. Speaker, I assure you that the supply management system and all of our dairy, poultry and egg producers are very important to the Canadian economy, to Canada's agriculture sector, to the vitality of our regions and to protecting our family farms.

That is why we are protecting the system. That is also why we have committed to compensating our farmers and processors in response to various new agreements. It has been less than a year since we paid out the first round of compensation, and I assure the House that we will keep our promise.

Agriculture and Agri-Food November 24th, 2020

Mr. Speaker, again, I would remind hon. members that in July last year we announced $1.75 billion over eight years to our dairy farmers as compensation for the Europe and trans-Pacific deals.

Less than a year ago we paid the first instalment of compensation of $345 million to our 11,000 dairy farmers and I assure the House that we will respect our commitment.
