Social Development February 16th, 2016

Mr. Speaker, we have learned today that child homelessness has jumped 50% in the last decade. One of every seven users of homeless shelters is a child. Those numbers are heartbreaking and demand urgent action now.

We must be proactive and invest immediately in social housing and in a national anti-poverty strategy. We cannot let this situation get worse, but the government continues to be vague about its plan.

When does this government plan on investing in social housing and preventing child homelessness?

Madam Speaker, I really liked my colleague's comments, especially those about the Board of Internal Economy. However, my question is about another matter. My colleague spoke quite a bit about the social justice efforts of the big union bosses, but I would like to go back to the democratic aspect that he also touched on.

At a meeting of several union representatives of my labour union, the treasurer put forward a budget that would increase union dues. I am not referring to my local, but to the national union. The members voted against that budget. The executive then withdrew, but came back half an hour later with another budget, which was approved. I find that this process is very democratic.

Has my colleague been in similar situations involving big union bosses?

Madam Speaker, some of the things we hear here are enough to make your hair stand on end.

My colleague mentioned a review committee. As I mentioned earlier, I was a union treasurer for 19 years, and our union had a review committee. I was also part of my union's review committee. We audited the books, and there was transparency at many levels.

Could my colleague share her experience with respect to bookkeeping?

Madam Speaker, I would like to make some comments and ask a question.

I heard comments about things such as perpetuating the old union ways. My question is this. Why are the unions always characterized as being crooked? Why this negative image of unions?

I was the treasurer of my union for 19 years. I had to bring my ledgers to every general meeting and show them to everyone. At the meeting we would talk about our expenses all together. Everything was open and transparent. Why are people saying that all unions are bands of crooks and that everything they do is bad? I do not understand that logic.

Housing February 5th, 2016

Mr. Speaker, we are facing a crisis situation in affordable housing. Canadians want action, not vague assurances with no clear commitments.

Hundreds of thousands of Canadians risk losing their homes if the funding of the long-term agreements is not renewed. People are waiting 10 years for social housing.

The Federation of Canadian Municipalities has identified housing as one of the most important issues facing cities of all sizes. Will the government sign new long-term agreements and start the money flowing for affordable housing immediately?

Housing February 5th, 2016

Mr. Speaker, during the election campaign, the Liberals promised to renew long-term social housing agreements. If those agreements are not renewed, 365,000 social housing units will be in jeopardy. This year alone, if nothing is done, 24,000 households will lose their housing subsidy. The well-being of thousands of people is left hanging in the balance.

When will the minister sign new agreements and reassure these low-income families?

Mr. Speaker, I would love to hear my Bloc Québécois colleague's suggestions, and I completely agree with him, if it were not for the rules of the House of Commons, which state that a party that is not recognized cannot have seats on a committee. There are all kinds of other ways to proceed. They can send us their suggestions and can testify. If we hold public consultations, they can certainly participate in those. There are many other ways to proceed that would enable them to share their thoughts.

Mr. Speaker, it is a bit of a stretch to say that there is too much bureaucracy when we are trying to fix a problem that affects 50% of the population.

Furthermore, I participated in the pay equity process at Pointe-à-Callière, a museum of archaeology and history I worked at. The government does not impose the process. We created our own weighting system, in which points were awarded for each criterion. The employer created a pay equity committee to do so, and the union and the employer worked together on it. We set the value of the points ourselves. In Quebec, the government does not set the criteria; it proposes a framework, which each company customizes.

I think that answers my colleague's questions.
