Mr. Speaker, yesterday the OECD released a report on Canada's international aid program. The report raised concerns that Canada lacks a clear and consistent vision for development aid. This shows a total lack of leadership and direction from the very top.

The Prime Minister likes to lecture the world on how to handle its finances. When will the Prime Minister admit that he has no strategy for Canada's overseas development assistance and when will he fire the minister, who should have no confidence in the House?

[CANADA-PANAMA ECONOMIC GROWTH AND PROSPERITY ACT, June 19th, 2012]

Madam Speaker, as I mentioned before in the House, I have had a lot of experience in Panama. I really think it is great that we are doing business with it. There is so much opportunity. However, there is still a concern, and we saw it last night on TV, about the environmental degradation that can happen. It is such an important area, and not only for trade; Panama is a flight path for many of our birds, and the rain forest is protected.

My question is for the chair of the foreign affairs committee. When we did the Colombian deal, there was a collateral agreement with environmental clauses in it. Are there any environmental clauses or collateral agreements that could protect the Panamanian lands from degradation from mining operations?

[CANADA-PANAMA ECONOMIC GROWTH AND PROSPERITY ACT, June 19th, 2012]

Madam Speaker, I personally have spent a lot of time in Panama. Panama has been moving forward very fast since Noriega has been gone. It is a great opportunity for Canada to be doing trade, especially when the Panama Canal is there. We could be bringing stuff in, transshipment. That country looks for our products and there are a lot of products we could buy from it, especially exotic fruits and vegetables.

We do have concerns about what is happening in Panama. The National had a story on last night about what Panama is doing with the mining sites. However, if we are doing a proper job on the mining sites and in our resource extracting industries, would my hon. colleague not agree that we should have a good trade deal with Panama if we are doing things in the right way?

[Polio, June 19th, 2012]

Mr. Speaker, while India has been successful at stopping polio, there are still 75 cases reported yearly in the world. The World Health Assembly is still declaring that high urgency is needed for polio eradication.

Canada has long been a leader in this historic effort for global eradication of polio and should support this call for urgent action. In continuing to fight against polio, Canada should close the funding gap for 2012 and 2013 and call on other donor countries to join this effort.

Organizations such as Rotary International, RESULTS Canada and The End of Polio campaign are increasing community and political engagement on polio across Canada this summer.

Former prime minister and polio survivor Paul Martin has also joined The End of Polio campaign.

I would encourage all members to get involved so Canada may continue to be a world leader in helping the world's most vulnerable.

Mr. Speaker, the Conservatives think it is okay to steal from the poor.

The CIDA minister is an embarrassment to Canada. She is abandoning the world's poorest of the poor by cutting over $400 million from the CIDA budget, just like a laser. At the same time, she is sipping on $16 glasses of orange juice and picking up the tab for wealthy mining companies.

The minister cannot even manage her own travel expenses let alone Canada's international aid and development.

When will the Prime Minister fire the incompetent minister?

Mr. Speaker, the Minister of International Cooperation is well known for her lavish spending habits and was recently forced to repay taxpayers again for impulsive hotel changes and limos.

Yesterday we learned that she changed her public travel expense claims with no explanation.

Is the minister ready to admit that there are more $16 glasses of orange juice that she has charged to taxpayers? When will she be accountable for her bad behaviour?

Mr. Speaker, I thank the member for Saint-Maurice—Champlain for taking on the Conservatives and the NDP for its questions.

My question for her is about rural Quebec. We know from the Atlantic caucus what this will do for seasonal industries. The member talked about the depopulation that would happen in many rural communities. How will depopulation affect rural Quebec, whether that be in the Gaspé area, or northern Quebec or many rural areas there?

Mr. Speaker, I commend the hon. member for her speech. It is interesting to hear some of the members from New Brunswick.

I will just give a quick example, and maybe my colleague can comment on it.

Let us say that I own and operate a mill in northern New Brunswick, Cape Breton or anywhere, and the snow is too deep every year so my operator is laid off. That operator says, “I'm not going to get my EI because I'm a repeat offender”, so he moves away and operates equipment somewhere else. What happens the following spring? Do I get the fish plant worker that is on EI to operate a $200,000 machine?

This will cause havoc for the employers out there. They are paying into the system to get these workers, to have reliable and constant workers.

My question to my hon. colleague is this. What does she think about that?
