Mr. Speaker, I would like to go back to an incident, which occurred earlier during oral question period. It involved the Minister of Canadian Heritage, when she was answering a question raised by a Canadian Alliance member.
I want to make it clear that I am not questioning the value of Mothers' Day and even less so the role played by the mother of each member of this House.
However, during oral question period, the Minister of Canadian Heritage mentioned her mother's presence in the gallery. Mr. Speaker, we received a directive addressed by you to all the House leaders, in which it is pointed out that the right to mention the presence of certain individuals in the gallery is a privilege which, under Beauchesne's parliamentary rules, is the exclusive prerogative of the Chair. Under this procedure, a list of the names of people who may be pointed out by the Speaker is drawn up.
Twice in this House, you strongly warned members, the Bloc Quebecois member for de Repentigny and the Canadian Alliance member for Edmonton Centre-East, to apologize, and you threatened to no longer recognize them during statements by members or during oral question period.
The aim of this point of order is simply to find out if there are two standards in this House and to guide members on pointing out the presence of certain guests. We each have visits from family and want to know if, in the future, we can point out their presence during oral question period.

Can the recent remarks by the Minister of Transport and the creation of an urban affairs committee be interpreted as the first steps to constitutional reform, aimed once again at centralizing all powers in Ottawa, in defiance of Quebec's jurisdictions?

Mr. Speaker, in June 2000, the Minister of Public Works and Government Services met a group of elected city officials from the Quebec City area, where recognition of constitutional status was raised as a possibility for municipalities.
Are the remarks of the minister an indication that the government intends to reopen the constitutional file and thus justify the infringement of areas of Quebec's jurisdiction?

Madam Speaker, about ten days ago, I asked the Prime Minister a question in which I alluded to a lease signed by the Auberge Grand-Mère and the Grand-Mère golf club. The Prime Minister replied by making unrelated comments and denied the existence of such a lease.
Consequently, I am asking for the unanimous consent of the House to table a lease signed by the Auberge Grand-Mère and the Grand-Mère golf course.
Seniors May 4th, 2001
Mr. Speaker, our seniors, many of them with low incomes, are seeing their purchasing power continually dwindle away.
Seniors' average income has not kept step with the cost of living increases. They are even 10% poorer. What is more, older women living alone experience an ever greater shortfall, and their average income has also dropped since 1997.
My question is for the President of the Treasury Board, unless the presence of the Minister of Transport has rendered her speechless.
Is she aware that our seniors, after a lifetime of work, deserve better than the treatment they are getting from the government? When does she intend to raise the budget for the old age security program—
Statistics Canada May 3rd, 2001
Mr. Speaker, Statistics Canada is now busy distributing its questionnaires and guides to the public for the May 15 census.
Question 17, which deals with ethnic or cultural origin, will not yield any worthwhile responses. The guide indicates that this question refers to the ethnic or cultural group to which the person's ancestors belong. It adds that most people can trace their origins to their ancestors who first came to this continent, and that ancestry should not be confused with citizenship or nationality.
Yet Question 17 requires people to indicate the ethnic or cultural group of their ancestors, and the first example of a possible response is—guess what, Mr. Speaker—“Canadian”.
So the ancestor who came to this continent could come from Canada? This completely skews the results this question aims at, or is it perhaps a new propaganda exercise?
Centre Communautaire De Beauport May 2nd, 2001
Mr. Speaker, community activity in a neighbourhood or a town speaks most clearly of the dynamism of its people and of their attachment to their community.
In my riding, the Centre communautaire de Beauport, a non-profit corporation, has set itself the task of providing educational, recreational, cultural and sports leadership in order to encourage, support and promote community recreation.
The originality and diversity of the activities organized by an experienced team of employees and over 275 volunteers mean that nearly 15,000 people of all ages can enjoy a whole range of quality activities.
On the occasion of the International Year of Volunteers, I would like to praise the exceptional work done by the employees of the Beauport community centre who, with many volunteers, contribute to the welfare and quality of life of our society.
Without their contribution, many services would stop existing. Their time, energy and generosity does them great credit.
Quebec needs men and women like them.
Prime Minister April 25th, 2001
Mr. Speaker, I think the Deputy Prime Minister is playing the wrong tape.
The Shawinigan property registry—here I am talking about a lease, so let the Deputy Prime Minister not answer about something other than the lease—indicates the existence of a lease signed in 1988, but has no indication of that lease being terminated before it expired in 1998.
Will the Deputy Prime Minister finally admit that the existence of this lease clearly demonstrates that the Prime Minister was in a conflict of interest situation?
