Mr. Speaker, all this time, the Government of Canada has been there for Canadians with respect to the environment, families, seniors and the regions. These are issues that many former Liberal prime ministers supported, including Jean Chrétien, Paul Martin and Jean Charest.
Meanwhile, the Conservatives have been sliding further and further to the right. Why would we need a Conservative Party when we have Maxime Bernier's party?
Economic and Fiscal Update Implementation Act, 2021 April 1st, 2022
Madam Speaker, an agreement could not be reached under the provisions of Standing Order 78(1) or 78(2) with respect to the report stage and third reading stage of Bill C-8, an act to implement certain provisions of the economic and fiscal update tabled in Parliament on December 14, 2021 and other measures.
Under the provisions of Standing Order 78(3), I give notice that a minister of the Crown will propose at the next sitting a motion to allot a specific number of days or hours for the consideration and disposal of proceedings at the respective stages of said bill.

Mr. Speaker, my suggestion is that, after question period, we go invest in shirt manufacturers. At the rate the Bloc Québécois members are tearing their shirts in outrage every day, there is money to be made.
The Bloc Québécois should recognize that it is perfectly possible for Ottawa and Quebec to work together, that it is possible to work together for all Quebeckers.
As the Minister of Health clearly stated, there are no conditions attached to the $2 billion. That is something the Bloc Québécois does not want to hear.

Mr. Speaker, the Prime Minister has already said that health transfers would be increased.
The Bloc Québécois has known that for a long time, but that does not allow for any bickering, which is what the Bloc needs. However, the kind of constitutional bickering that the Bloc is looking for does not create jobs for anyone. Bickering does not get hospitals new doctors or nurses. It does not help people heal. All that bickering does is help the Bloc Québécois find more to bicker about and be more adversarial.

Mr. Speaker, the Bloc is referring to an agreement that focuses on, for example, fighting climate change, which is good for Quebeckers.
Help for workers is good for Quebeckers. More social housing is good for Quebeckers. Working together on health is good for Quebeckers.
When all of that is good for Quebeckers, it is not good for the Bloc Québécois, and they do not like that.

Mr. Speaker, we have 35 Liberal members for Quebec who are proud to be Quebeckers and who are here to stand up for Quebec. Today we introduced a bill that guarantees Quebec's 78 seats, but all the Bloc Québécois wants is to open up the Constitution and start a fight.
The only people that is good for are those who hope to win points by raising a hue and cry, but we, on the other hand, are here for all Quebeckers.

Mr. Speaker, this morning, we introduced a realistic and practical bill that will protect Quebec's seats. Quebec would retain 78 seats instead of dropping to 77. The Bloc Québécois wants to reopen the Constitution, because their bill will require support from seven provinces representing 50% of the population. They want to enter into constitutional discussions, but we want to address the problem now, right away, to guarantee Quebec's political weight.

Mr. Speaker, when it comes to bickering, they are the world champions. They are the champions.
How can we ask those who come to the House looking to bicker to understand that people might want to work together? They will never understand.
When we decide to sit down together and work on social housing, it is good for Quebec. Fighting climate change is good for Quebec. Securing better conditions for workers is good for Quebec. Sadly, these things are bad for the Bloc Québécois.

Mr. Speaker, the Conservatives spend so much time fighting amongst themselves that they cannot agree on anything. They just do not understand the concept of two parties reaching an agreement.
They think that an agreement between different parties is like climate change: It does not exist.
What we have done is enhance stability so we can deliver results for all Quebeckers and all Canadians. The Conservatives' response is incomprehensible.
