Mr. Speaker, I thank my colleague for her excellent question. It was really pertinent.

We have invested $1.3 billion in the extension of the Montreal metro blue line. This project is important to the member because the line goes through Saint-Léonard. For me, it goes to Anjou. We have been waiting for this for a long time. More than 25,000 Quebeckers will now have access to reliable and efficient public transit. We have announced over $750 million for public transit networks across the country.

Public transit is a priority for our government and we will continue to support it.

Mr. Speaker, we are listening to the provinces and Quebec. We are not, however, listening to the Bloc, because all it does it bicker.

The Bloc wants to bicker over jurisdictions. Bickering over jurisdictions does not create a single job. Bickering over jurisdictions does not bring in another doctor or nurse. Bickering over jurisdictions is only good for the Bloc. It is not good for Quebeckers or anyone else.

On this side of the House, we will meet the needs of Quebeckers and all Canadians.

Mr. Speaker, the Bloc Québécois lives for bickering, so much so that it cannot understand how parties can agree and how good this is for Quebeckers and Canadians, for the fight against climate change, for reconciliation, for workers and for families.

When something is good, it is bad for the Bloc, so the Bloc does not like it.

Mr. Speaker, the Government of Canada is intervening in its own jurisdiction. It is taking action to strengthen French as a language of work and a language of service, not only in Quebec but in francophone communities across Canada because the French fact is a Canadian fact.

We want to protect and promote French not only in Quebec but everywhere. We want more French. We want to speak French, read French and listen to French music. That is why we are taking action.

Mr. Speaker, defending and promoting French is and always will be a top priority for the Government of Canada.

In the bill, we recognize that we need to do more. We need to support French, whether as a language of work or a language of service. We are doing just that, not only in Quebec but across the country. We will always be there to defend French.

Mr. Speaker, I am trying to understand the Bloc Québécois.

For a while, it said the government was not doing enough. Now it is saying the government did too much. Is the truth somewhere between the two for the Bloc?

They were targeted measures. They were time-limited and geographically targeted. They got the job done.

[Emergencies Act, February 17th, 2022]

Mr. Speaker, when it comes to complaining, we can always count on the Bloc Québécois. Last week, they told us that we were not doing enough. Today, they are telling us we are doing too much. They are like a mother-in-law who is never in a good mood, never happy. We do not know. We are told that we are doing too much, not enough and not too much.

However, I did not hear the Bloc talk about the fact that what is going on outside is illegal. It is a siege. There are people who cannot sleep, who cannot go anywhere, not just on the Ottawa side, but also on the Gatineau side.

I did not hear them talk about all the retailers who could see a light at the end of the tunnel and who were looking forward to reopening their stores. Then, suddenly, they could no longer open because of what is happening outside, because those who are outside could not care less about these people. Shame on them for that.

Mr. Speaker, I thank my colleague for her absolutely outstanding work and her truly excellent question.

The objective of the bill is to ensure that broadcasting companies continue to invest in Canadian culture, in our culture. That is all. In real terms, that means more Canadian artists, more Canadian movies, shows and music. With this bill, we are laying a foundation and building the next generations of Canadian creators, the next Weeknd, the next Denis Villeneuve, the next District 31. We introduced this bill because we are proud of our culture, proud of who we are and proud of our identity.

Mr. Speaker, facts are facts.

The Bloc Québécois cannot just make things up or invent facts. The act does not take away any of the provinces' powers. We will not use the act to suspend the Canadian Charter of Rights and Freedoms.

We are talking about concrete measures to help Quebec, if Quebec needs them. If it does not need them, then nothing will happen, and the Bloc knows that. The Bloc should at least be honest about it and stop making things up.

[Online Streaming Act, February 16th, 2022]

Mr. Speaker, that is a very interesting and important question. As I said during my speech, we heard the concerns about social media, and we fixed it. We brought back section 4.1, with the exception of commercial content.

The criteria for commercial content is really specified in the bill. There is a clear sandbox. It is very precise. It is about the revenues. It is about the fact that we can find the same content on, for example, YouTube or Spotify. It is about codes that could be encrypted in some of that content.

I did meet with digital first creators and those were honestly fascinating conversations. Some of them were 18, 19, 20, 21 years old. They are all over the world. They do incredible things. I love it. However, it is not about them. It is about those streamers contributing to the Canadian culture. That is it.
