Mr. Speaker, the Prime Minister often accuses us of playing politics, but he is the one playing now. Every Canadian has the right to access the information about his trial. Again, the Prime Minister twice said that Vice-Admiral Norman would end up in court before any charges were even laid.

How did the Prime Minister know that the RCMP would press charges against Vice-Admiral Norman? What is he hiding?

[Marijuana, October 17th, 2018]

Mr. Speaker, when the Prime Minister was a teen, he dreamed of leading our beautiful country, just like his father.

In 2015, he became leader of his party. As a federal election approached, his admirers were holding their breath waiting to hear this young leader's priorities. What would be his first proposal for Canadians?

To the disappointment of many, he announced the legalization of marijuana, a bill that was rushed through for purely political reasons. We ended up with a law that makes marijuana more accessible to young people, when we were promised the opposite. We ended up with a law that does not reflect the concerns raised by those who will have to deal with the consequences of his decision. We ended up with a law that does not take into account the impact this legislation will have on occupational health and safety.

This bill will have an incalculable impact on the physical and mental health of Canadians, today and in the years to come.

Quebeckers, like all Canadians, remember Pierre Elliott Trudeau. In 2019, Quebeckers, like all Canadians, will remember his offspring.

[Marijuana, October 16th, 2018]

Mr. Speaker, the president of the Canadian Association of Chiefs of Police has said that no police station in Canada is equipped to draw a blood sample to test for drugs. He also said that the legalization of marijuana will be much more difficult to manage in rural areas. In major urban centres or in the regions, police officers cannot prove a thing without a blood sample.

How do the Liberals plan on keeping Canadians safe if the police cannot do its job?

[Telecommunications, October 16th, 2018]

Mr. Speaker, Five Eyes fellow members the United States and Australia have looked into Huawei and determined that this company is a threat to telecommunications security. American senators even warned the Prime Minister last week. They sent him a letter saying that the Americans had grave concerns about Canada's decisions. The Prime Minister refuses to act, as though our two biggest allies were not important and had no credibility. Our head of government is never worried about anything, not terrorists, border security, not even spying and intellectual property theft.

Will the Prime Minister ban Huawei from Canada right now?

Mr. Speaker, once again, the Prime Minister is showing that he does not take the security of Canadians seriously. It is now very clear that Huawei is a threat to our national telecommunications infrastructure.

Not only have the United States and Australia banned this company from their countries, but two senior U.S. senators from both sides of the aisle have written to the Prime Minister in an attempt to make him understand the gravity of this threat.

Will the Prime Minister give the order today to ban Huawei?

[Petitions, September 21st, 2018]

Mr. Speaker, I am pleased to rise today to present a petition signed by nearly 2,000 Canadians from all across the country.

This petition calls on the House to enact legislation requiring convicted criminals who have been prohibited from owning firearms by the courts to report any change of address and this information be made available to police in a database on the Canadian Police Information Centre.

[Veterans Affairs, September 21st, 2018]

Mr. Speaker, do not talk to us about compassion. We have compassion for the victim. That is why we are here today. Chris Garnier is a criminal and a murderer and he is the one receiving payments for post-traumatic stress treatment even though he never served in the Canadian Forces. Every veteran waits nine months for an assessment of their case and waits even longer to receive their money, while a criminal who has never served has been given money. This case is not confidential; it is a grave injustice.

When will this be resolved?

Mr. Speaker, once again, the summer of Liberal failure continues. This case is especially clear. Chris Garnier was convicted of murdering a police officer. That is clear. He is receiving benefits from Veterans Affairs to treat PTSD brought on by the murder he committed. This man never served a day of his life in the Canadian Armed Forces. If the Prime Minister is unable to understand that, as leader of the government, he does not need to wait for public servants to make a decision, then we have a serious problem. This is an injustice and an insult to the family.

Is this case going to be resolved right now?

Mr. Speaker, I thank the member for the question.

Maybe some amendments will be proposed, but overall, we are strongly in favour of Bill C-77 in its current form. We need to take a closer look at some of the details, but at this point I cannot say whether any amendments will be proposed or what they might be. For us, it is important for the bill to get to committee as soon as possible so that it can be passed quickly.

Mr. Speaker, I thank my dear colleague for his question.

The bill of rights received royal assent on April 23, 2015, and Bill C-71 was introduced around the same time. I do not know why it was not immediately incorporated at the time. It ran into some procedural issues. I think the bill of rights was mentioned in the previous Bill C-71, but since it had not yet received royal assent, it could not be incorporated then. A new government came to power after that, so that is all I can say.
