Mr. Speaker, the Minister of International Trade Diversification is new to the position. I do not think he has all the information, and he should be briefed.

We know that the Canada Border Services Agency has been asked to cut back on security checks. What is more, only a handful of illegal immigrants have been deported. The mandate letter of the new Minister of Border Security does not contain any directives on how to resolve this crisis.

How can the minister resolve this problem without any clear directives from the Prime Minister?

We have a plan. Do they?

Mr. Speaker, many illegal immigrants do not come back for their interview. Canada Border Services Agency officers are being muzzled by senior management. They are very concerned about cuts to security procedures. They are being told to skip certain steps. Canadians believe that the Prime Minister could not care less about their safety. They want to be informed.

We have a plan. Do the Liberals?

With regard to the statement in the House of Commons by the Minister of Public Safety and Emergency Preparedness on May 22, 2018, in relation to terrorist travellers under the previous government that “Not one was charged”: (a) prior to making the statement, was the Minister briefed by officials on the charges laid against Awso Peshdary, John Maguire and Khadar Khalib, in February 2015; (b) if the answer to (a) is affirmative, why did the Minster provide information to the House which was contrary to the information officials provided to him; and (c) if the answer to (a) is negative, why did the Department fail to provide the Minister with the pertinent information?

Mr. Speaker, the Prime Minister says all kinds of nice things and makes all kinds of nice promises, but life is not about what gets said; it is about what gets done.

Quebec already has its legislation. It has already said it will not allow cultivation in apartments, condos, or homes.

Will the Prime Minister listen to Quebec, or is he gearing up for a court battle with Quebec? Will he listen to Quebec or not?

[Marijuana, June 20th, 2018]

Mr. Speaker, the Prime Minister has no respect for the provinces. His government introduced a bill to legalize marijuana and is ordering the provinces to administer it. The provinces accepted the challenge and sought to implement a plan for their residents, but the Prime Minister dug in his heels and imposed conditions. During the 2015 federal election campaign, the Liberals promised to work in partnership with the provinces.

Here is the perfect opportunity for the Prime Minister to do so. Will he respect the decisions of Quebec and Manitoba to prohibit home cannabis production, yes or no?

Mr. Speaker, in the case of Abu Huzaifa, a name we are all familiar with, we can see that he is still engaged in jihad with his buddies on the web. He justifies terrorism against the west. I think that is pretty clear evidence. On top of that, there are videos, photos, and oral testimony from witnesses proving that he is guilty. I understand that it is hard for the Prime Minister to admit that he was wrong to believe that this murderer could be reintegrated.

My question is this: what more does he need to be convinced that this terrorist should be brought to justice and put in prison?

Mr. Speaker, this is unbelievable. Abu Huzaifa, a self-proclaimed violent jihadist, is living freely in Toronto. According to his reintegration program counsellor, his client has become even more radicalized in his jihadist ideology. Even the Minister of Public Safety has said that it is nearly impossible to change the behaviour of fundamentalists.

Why, then, does the Prime Minister continue to fund reintegration programs for terrorists when it is clear that such programs do not work?

Mr. Speaker, this time allocation motion will once again undermine our ability to debate Bill C-71, which is a farce. This is nothing more than political games and a public relations exercise, and once again it targets hunters and law-abiding Canadians.

I would now like to hear the minister's thoughts on a serious problem concerning indigenous peoples. Heather Bear, the vice-chief of the Ochapowace Nation in Saskatchewan, the minister's province, appeared before the committee and said that Bill C-71 is probably unconstitutional, that indigenous peoples had traditions, and that they did not have to comply in any way with the contents of Bill C-71.

How can we have two categories of citizens, law-abiding hunters and gun owners on the one hand, and indigenous peoples on the other, who claim that this bill does not apply to them? How can we ensure public safety when people ignore what we are trying to do?

Mr. Speaker, I thank my colleague for his excellent question. I believe that the answer is a lack of courage. It is easy to go after hunters, sport shooters, people who obey the law, but it is not easy to go after criminal groups. There are many, many ways of illegally bringing guns into the country or procuring guns. We know what the answers are, but there are answers that the government would rather not talk about. I think that there is a lack of courage to admit certain things.

Mr. Speaker, I thank my colleague for her question. Indeed, what she asked about was one of the 45 amendments that we moved. It does not make sense to legitimate gun owners who will no longer be able to have their guns repaired. They have to do different things, and they always need a reference number or other number to do such and such a thing. We moved an amendment to avoid this type of situation, and the government rejected it.
