Mr. Speaker, as I mentioned earlier, this was a small reimbursement that was clearly welcomed by Quebec. However, the Prime Minister accuses us of sowing fear and division whenever we remind him of his responsibility to enforce our border and immigration laws.

Meanwhile, 800 employees from all over Canada have been reassigned to Quebec, the biometric collection system for asylum seekers has broken down, security screening interviews have been cut down from eight hours to two, and just 135 of the more than 30,000 people who have entered Canada illegally have been deported. This is not about fear. It is about enforcing Canada's sovereignty.

Where is the plan?

Mr. Speaker, over 20,000 people entered Canada illegally in 2017. The figure so far for 2018 is already in excess of 8,000. The safe third country agreement has been in place since 2004, but it is no longer appropriate for the reality on the ground. On the contrary, it is encouraging mass illegal immigration at our borders.

The Minister of Immigration, Refugees and Citizenship has talked about renegotiating the agreement, but no concrete action has been taken, apart from a partial reimbursement to the Quebec government. The Prime Minister needs to show leadership on this issue and come up with concrete solutions for protecting our borders.

When are we going to see a plan?

Mr. Speaker, I would remind the minister that Quebec said earlier that it is anxiously awaiting a triage plan.

The level of Liberal hypocrisy is really beyond the pale. The Minister of Immigration says that illegal migrants are not welcome, but the Minister of Transport is saying that there is a process in place for illegal migrants who want to settle in Ontario.

The minister took a nice trip to Nigeria, but could not be bothered to go to Saint-Bernard-de-Lacolle to see the magnitude of the problem for himself. The minister needs to understand that the problem is here in Canada.

Will the minister finally acknowledge the problem caused by his Prime Minister, take his responsibilities seriously, and fix the problem?

Mr. Speaker, Canadians all agree that Canada must not give preferential treatment to foreigners who enter the country illegally.

Quebec's Liberal government clearly told the federal Liberal government that is is being overwhelmed by illegal migrants and that it does not want any more.

Yesterday, we learned that the Liberal Ontario government, under the pretext of the provincial election, is refusing to accept any more illegal migrants.

If the two largest Canadian provinces are already overwhelmed, what is the minister's plan for managing this never-ending crisis?

Mr. Speaker, I really want to believe the Prime Minister, but his minister says otherwise.

The minister was not candid with the parliamentary committee on the subject of illegal migrants. He said they would be arrested and deported, yet he knows full well that the appeal process can take as long as 10 years. He insists that these people are not welcome, yet he rushes to give them expedited work permits and helps them to settle in communities all over Canada. He also refuses to reveal the true number of illegal migrants who have already been deported from Canada.

The minister obviously knows the figures. He needs to stop dodging and tell Canadians.

Would the Prime Minister agree?

Mr. Speaker, according to a recent CBC/Radio-Canada story, the Minister of Immigration is beginning to wake up. The article indicates that the minister is in talks with his American counterparts to modernize the safe third country agreement. However, the change he is proposing would do nothing to stop the influx of illegal migrants crossing Canada's border at various unofficial entry points like Saint-Bernard-de-Lacolle.

Will the Prime Minister impress upon the U.S. government the need to close the loophole in the the safe third country agreement?

Mr. Speaker, never, under any circumstances, do we take security lightly. The Prime Minister, on the other hand, demonstrates every day that his government does not take Canadians' safety and security seriously.

First, the Prime Minister reinvents history. He accuses our government of cutting the Canada Border Services Agency's budget. We proved that this never happened. Second, he says no Islamic fighter was ever charged under our government. Again, Canadians remember our track record of fighting Islamic terrorists. We went after them with conviction and courage.

Could the Prime Minister wake his minister up and get him to understand once and for all that keeping Canadians safe is his number one responsibility?

Mr. Speaker, not only is the Liberal government allowing ISIS fighters to return to Canada, but it is also allowing these murderers to live free, as if nothing had happened.

Yesterday, the Minister of Public Safety said that under our government, no fighters were charged when they returned to Canada. Either the minister is misinformed or he is not brave enough to tell the truth.

Is the Prime Minister waiting for a tragedy to happen before he steps up and takes responsibility?

Mr. Speaker, a number of border services officers were transferred from the Toronto airport to deal with the influx of asylum seekers at Saint-Bernard-de-Lacolle, which has reached crisis proportions. The Conservative government increased the number of front-line officers by 26%. If the Prime Minister really wanted to deal with this crisis, he would have taken down his 2017 tweet inviting the whole world to come settle in Canada.

What will the Prime Minister say to Canadians who have to wait longer before deplaning in Toronto because officers were diverted to deal with the crisis he sparked?

Mr. Speaker, the Parliamentary Secretary to the Minister of Immigration, Refugees and Citizenship said once again this morning that the Conservative government cut the border services budget by $350 million. This is not true.
