Mr. Speaker, we will come back to this next week because the question is about whether someone will be tapped to fill that position.

We have learned that Canadian government officials are in Nigeria to talk to the Americans about the visa process. It is also clear that Nigerians are continuing to receive visas and continuing to enter Canada illegally.

Now that the Prime Minister knows that these people are obtaining visas for the sole purpose of coming to Canada illegally, he is finally realizing that there is a problem at the border.

Is the Prime Minister prepared to implement a mechanism to immediately deport these individuals?

Mr. Speaker, yesterday, I asked the minister a question, but I do not think he understood it. I will ask it again. In 2010, the Harper government appointed a special advisor to the Privy Council Office to address human smuggling and illegal migration issues, but that advisor retired in 2016. The position has remained vacant ever since.

My question is not about the G7 summit or the issues that will be discussed there. I am asking the Prime Minister when we can expect that position to be filled.

[Rosalie Gagnon, May 4th, 2018]

Mr. Speaker, April 18, 2018 will forever remain etched in the memories of all Canadians, particularly those from Charlesbourg, as the day the unthinkable happened. That is the day that the murdered body of two-year-old Rosalie Gagnon was found in a garbage bin. That little girl endured great suffering.

It is our duty, as a society, to do whatever it takes to protect our most vulnerable members, our seniors and our children. Rosalie's tragic death brought together her community, Quebec, and all of Canada. Everyone joined together in bidding her a final farewell. Over the past few weeks, a walk and a balloon release were organized in Charlesbourg in little Rosalie's memory.

Her funeral will be held tomorrow at Saint-Rodrigue church, and I will be there to honour the memory of this little angel. I am a father. Our children are vulnerable. We need to take care of them. They are our future.

Mr. Speaker, I thank my hon. colleague for his answer. I would like him to confirm something since my second question had to do with an unfilled position.

Is my colleague confirming that a special adviser has been appointed to the Privy Council Office to address human smuggling and illegal migration?

Mr. Speaker, the Conservatives have always worked hard to ensure the safety of Canadians.

In 2010, we appointed a special adviser on human smuggling and illegal migration, but that adviser retired in 2016. That position has remained vacant ever since. That just shows yet again that the Prime Minister does not take illegal border crossings seriously.

Why is the Prime Minister unable to take this crisis at our borders and in Quebec seriously?

Mr. Speaker, I would have liked to get an answer from the Minister of Immigration. I think he is big enough to handle himself.

Is the minister saying that the U.S. Department of Homeland Security is lying when it says it is in talks with the Government of Canada?

Is the minister prepared to continue on that track just to play politics because he refuses to admit that the solution proposed by the Conservatives is the best one?

How can we trust this government?

Who is telling the truth?

Mr. Speaker, this morning, Quebec City newspaper Le Soleil published a letter from the Minister of Immigration, Refugees and Citizenship, in which he complains that the solutions proposed by the Conservatives to stop illegal migrants from entering the country would not solve anything. At the same time, we learned that the Liberals are negotiating changes to the safe third country agreement with the Americans.

Can the minister tell us what sort of arrangements he is negotiating?

Madam Speaker, I would remind the minister that I was in the Canadian Armed Forces for 22 years, so I do not want to hear anything from him about courage.

The Prime Minister has suggested that Canada's treaties with the United Nations are preventing his government from enforcing our immigration laws. I would remind the Prime Minister that Canada has never relinquished its sovereignty to anyone. Canada has never abdicated its right and its responsibility to protect its borders.

Does the Prime Minister not realize that Canada has a Constitution, as well as immigration laws that he has a duty to enforce?

Madam Speaker, the Prime Minister has no intention of fixing the gaping hole at the border in Saint-Bernard-de-Lacolle. This explains why he and his government are working on settling people who cross the border illegally in different provinces. His plan is not very complicated. He hopes the provinces will manage the crisis so he does not have to.

Does the Prime Minister believe that our immigration laws should be obeyed?

Does he have the courage to enforce them, yes or no?

Mr. Speaker, despite the minister's answer that there are two plans, no plan has been provided in response to the opposition's request. We asked for a specific plan. There is no plan other than throwing good money after bad. The problem is that people continue to pour in through Roxham Road. No one is telling them that it does not work that way.

What is the plan? We want the Prime Minister's plan.
