Mr. Speaker, an email from March 2, 2018, clearly indicated that there were allegations of sexual harassment, but the Prime Minister claims that he was not aware.

Even though senior officials knew, his Minister of National Defence knew and his chief of staff Katie Telford knew, the Prime Minister claims that he did not know.

Had he known, would he have fired General Vance?

Mr. Speaker, the Minister of National Defence can reread his notes 42,000 times, no one believes him.

The other problem with the Prime Minister is that, when he talks about women, he always presents himself as a great feminist prime minister. No one who knows what he did with the former justice minister and with the former health minister believes him.

Can the Prime Minister please stop misleading Canadians, tell the truth and admit that he knew about General Vance?

National Defence April 26th, 2021

Mr. Speaker, the former senior advisor to the Prime Minister, Elder Marques, testified Friday before a parliamentary committee that the Prime Minister's chief of staff was aware of the allegations of sexual misconduct against General Vance. He added, and I quote, “Everyone had the same information.”

The Minister of National Defence was aware, the former senior advisor was aware, military ombudsman Gary Walbourne was aware, and Katie Telford, the Prime Minister's chief of staff, was aware. Will the Prime Minister finally admit that he, too, was aware, and that he misled Canadians by saying he was not?

Madam Speaker, it is all well and good to talk about millions of dollars, but I would remind the minister that leadership is just as important. My next question is about health care.

Experts are saying that we need to vaccinate at least 70% of the population against COVID-19 to reach herd immunity. Quebec's vaccination efforts are orderly, and the province is able to vaccinate more than 100,000 people a day. The same is true for Ontario and, at this pace, the province could have already vaccinated 10 million people, which is enough to reach herd immunity.

Will the Minister of Health admit that Canada could have already reached herd immunity if the Liberal government had provided enough vaccines on time?

National Defence April 23rd, 2021

Madam Speaker, last night Major Kellie Brennan gave powerful testimony before the Standing Committee on the Status of Women.

She told the committee that General Vance tried to intimidate her into providing false testimony. She said he bragged about having the military justice system under his control. He even boasted he had the Minister of National Defence under his control.

Why did the government ignore the allegations of sexual misconduct against General Vance for three years? Was the government also under his control?

Mr. Speaker, three years ago, a female member of the Canadian Armed Forces complained to the military ombudsman about General Jonathan Vance's inappropriate behaviour. She wanted to make sure the minister took responsibility.

General Vance's position reports directly to the Minister of National Defence. The solution rests with the minister, but he is washing his hands of the matter, saying he referred the matter to his chief of staff.

Why did the Minister of National Defence desert the women of the Canadian Armed Forces by refusing to deal with the complaint?

With regard to the delays in processing spousal sponsorship applications since the announcement by the Minister of Immigration, Refugees and Citizenship on September 25, 2020: (a) what is the percentage increase in the number of decision-makers reviewing the sponsorship applications that were added; (b) how many sponsorship applications were reviewed in October, November and December 2020; and (c) how many applications in total were processed?

Mr. Speaker, the minister can go ahead and say that she is repeating herself, but I am telling her again that this has been a mess from the beginning.

Since the beginning, we have been asking for more measures, measures that are better administered. That never happened, and now, we have variants in Canada.

Another problem is the AstraZeneca vaccine. We paid twice as much as the U.S. and four times more than Europe and it is not even arriving on time.

Can the minister explain why the AstraZeneca vaccine is taking so long to get here when we paid four times more for it than Europe did?

Mr. Speaker, that is clearly not working. The measures that have been put in place since the beginning of the pandemic are not working and recent measures are not working either. We must not forget that there were no variants in Canada until just a few weeks ago.

The major problem in Canada right now is the variants that are coming in from places around the world, like Brazil. We had special measures in place for flights arriving from Brazil, and the government decided to stop applying them.

The Prime Minister is playing with fire. Can someone explain to me why the government stopped applying the special measures for flights arriving from Brazil?

Mr. Speaker, last week, Brazilian public health officials announced the discovery of much more transmissible, vaccine-resistant variants. This new state of affairs has brought Brazil's health care system to the verge of collapse.

What was the Liberal government's reaction to this news?

The Liberals decided to put an end to additional screening for travellers entering Canada from Brazil. The Prime Minister is prolonging this health crisis by refusing to take action to secure our borders. Why?
