[Léo Major, November 6th, 2020]

Mr. Speaker, January 23, 1921, was the birthdate of Léo Major, a great man little known in Quebec but a hero in the Netherlands.

Léo Major was a courageous soldier in the Régiment de la Chaudière during the Second World War. He enlisted at 19, determined to help his country. He lost an eye in Normandy but still participated in the Battle of the Scheldt in 1944.

During the Rhineland Campaign, Corporal Major was again wounded when his vehicle hit a mine. He escaped from the hospital and stayed with a family in Nijmegen, Netherlands, while recovering from his wounds.

April 14, 1945, marked the beginning of the liberation of nearly 50,000 people in Zwolle, Netherlands. One night he attacked German patrols, fooling them into believing Canadian troops were invading, and he single-handedly freed the city. That same night, he lost his best friend, Wilfrid Arsenault.

On April 14, 2005, 60 years to the day after the liberation of Zwolle, he was made an honorary citizen of the city.

That is what I call a real hero. Let us remember Léo and all veterans on November 11.

Mr. Speaker, the minister might want to update his notes for next time.

Now let us talk about rapid tests, another complex file for the Liberals. The first time I asked the question, the minister was proud to answer that the government had 200,000 rapid tests for Quebec. Then she backtracked in the media and said there were 30,000. Yesterday, the Prime Minister said there were 200,000.

Can we get an accurate number? Do we have an update?

How many rapid tests are ready for Quebec, and when will we get them?

Mr. Speaker, that is what I call an answer. He might want to share that with the Prime Minister, who did not seem to be aware of it yesterday. We would like to get the same kinds of answers to questions about WE Charity and Frank Baylis and the $237 million.

Things did not work out with CanSino Biologics, so we are falling behind. We know that seven companies were contracted, but we want to know how far behind Canada will be in getting COVID-19 vaccines.

Mr. Speaker, yesterday I asked the Prime Minister two questions, and he could not answer me. Today, I will direct my question to the minister responsible for the file.

The first vaccine development contract that was signed was awarded to a Chinese company called CanSino Biologics. The contract failed, in reality, because the Chinese communist regime cannot be trusted.

Now that the government has made this mistake, we want to know how many millions of dollars have been lost because of this failed deal.

Madam Speaker, I would like to know if my colleague acknowledges that, between 1963 and 1970, the FLQ committed terrorist acts in Quebec.

At least 200 terrorist acts, including the murder of Pierre Laporte, were committed. Does my colleague recognize that Quebec was in the midst of a terrorist crisis at the time and that it made sense to request support from the Canadian Armed Forces because police forces were overwhelmed?

Mr. Speaker, on the contrary, all we want is to address the situation.

The government has bet everything on China since the beginning. We have been had by the Chinese communist regime. We got taken for a ride. Radio-Canada is reporting that the contracts signed with other companies are putting us three months behind. As a result, we will get vaccines three months later than other countries.

The other ministers have been insulting us all along.

Instead of insulting us, can the Prime Minister tell us whether it is true that we will get vaccines three months later than other countries?

Mr. Speaker, the first contract for the development of a COVID-19 vaccine was signed with CanSino Biologics, a Chinese pharmaceutical giant. The agreement ended in August when China's communist regime prohibited CanSino Biologics from exporting its products to Canada. Canadians currently do not know how much the Government of Canada paid CanSino Biologics.

Could the Prime Minister tell us how much was paid?

Mr. Speaker, that is a nice answer, but I recall that on January 31, at the start of the pandemic, the answer I received at a meeting of the Standing Committee on Health was that protocols were beginning to be looked at. After that, on February 9, our PPE was sent to China.

Can the minister confirm that hundreds of thousands of rapid tests will be sent to Quebec? Let us not forget that there are eight million people in Quebec.

Mr. Speaker, yesterday evening, Mr. Legault, the Premier of Quebec, extended the red zones for another 28 days. Restaurants are closed, gyms are closed, and other businesses are suffering tremendously. However, the Liberal government has a solution at its disposal that could help Quebec. It is called rapid testing.

When will Quebec get rapid tests?

Mr. Speaker, could the minister explain why she frightened Canadians this morning in a press conference by saying that the Conservative motion concerning the Standing Committee on Health would be problematic?

She just gave us some information. It is not hard to get the facts. Will the minister agree to pass our motion and for the work to be done for Canadians? Above all, will she stop frightening everyone?
