Potash Industry November 1st, 2010

Mr. Speaker, the government wants Canadians to be quiet about the sell-off of Saskatchewan's potash industry to foreign control. It does not want to hear anything more.

The Conservatives negotiated with a hostile bidder over the weekend, but now they do not want to listen to anyone else, not even the Premier of Saskatchewan.

Since the Minister of Industry had lots of time to tweet this weekend about going to bed early, having a nice romantic dinner, enjoying a hockey game and watching a Hallowe'en movie, will he be able to assure Saskatchewan that its premier's advice has been heard and heeded?

Mr. Speaker, the previous government in fact made the biggest investment in the Canadian armed forces in more than 20 years. It is not just Alan Williams, the former assistant deputy minister, or the Auditor General. It is also the Pentagon that says the system managing the F-35 project is a mess. Other countries, such as the Netherlands, Norway, the United Kingdom are all scaling back. It is only the Conservative government that insists on being reckless, that demands a blank cheque, that says to satisfy the air force, it has to break all the rules and waste $3 billion.

Mr. Speaker, the previous government preserved the right to tender.

When the typical Canadian family is struggling to care for an elderly parent, trying to put their kids through school and carrying $96,000 in debt, when they are counting every penny just to make ends meet, it is hard to fathom their government buying fighter jets by a process that is bound to overspend by at least $3 billion.

Former senior officials in the Department of National Defence say that the government is wrong and reckless. The Auditor General says that it is high risk. Why can the Conservatives not do what is right for the air force and right for the taxpayer at the same time?

Mr. Speaker, Albert Einstein said, “The definition of insanity is doing the same thing over and over again and expecting different results”.

In the case of the Chinook military helicopters, the Conservative sole-sourced, untendered, non-competitive process caused overruns of 100% and at least five years' delay. The Auditor General says that fiasco could well be repeated on the F-35 purchase: sole-sourced, untendered, non-competitive.

Why will the government not listen to Sheila Fraser, define the specifications and get competitive bids?

Canada Transportation Act October 27th, 2010

moved for leave to introduce Bill C-586, An Act to amend the Canada Transportation Act (producer railway cars).

Mr. Speaker, thank you for the opportunity to introduce this bill today, a bill to amend the Canada Transportation Act in respect to producer car loading sites.

These sites across the Prairies, close to 300 of them, are crucial to every farmer's individual right to load his or her own grain cars for shipment to export, avoiding the regular grain elevator system. For more than 100 years, following a landmark case in the Supreme Court of Canada, farmers have had the right to load their own cars. The vast majority of grain, of course, is shipped in the conventional way, using and paying for the facilities of grain companies, but the Supreme Court ruled that farmers have the right to do it themselves as a safety valve against commercial exploitation.

Over the past decade, the number of producer cars ordered and shipped by individual farmers has nearly quadrupled, but at the same time, the number of railway sidings where loading sites are available has been more than cut in half. The accelerating closure of these sidings is the issue dealt with in this bill.

Closure can now be done on 60 days' notice with no due process for farmers. This bill would provide a longer notice period and a hearing process, and it would shift the onus onto the railways to show how the closure of a particular producer car siding is in the public interest. If they cannot discharge that onus, then the closure would not occur.

I know this measure has broad support among Prairie farmers, and I would urge all members of the House to support it too.

Mr. Speaker, the Prime Minister dismisses potash as not all that important and not strategic. However, when one transaction shifts an entire Canadian industry into the hands of a single foreign buyer, when that industry is potash, vital to food production worldwide for generations to come, when 53% of the world's reserves are in Saskatchewan and they are about to be controlled forever from outside of Canada, and when it is the biggest resource sell-off in history with nothing of significance left in Canadian hands thereafter, why is that not considered strategic by the government?

Mr. Speaker, the Prime Minister has long been infatuated with the former right-wing leader of Australia, John Howard, even going so far as to plagiarize his speeches. Through family, business and politics, Mr. Howard is linked to BHP Billiton, the foreign company that is trying to take over the Potash Corporation of Saskatchewan.

Last week. the Prime Minister gave PotashCorp the back of his hand, clearly showing bias in Canada's foreign investment review process. Is that because he is doing the bidding of his old friend, John Howard?

Mr. Speaker, the industry minister says he is neither the head waiter to Saskatchewan nor the butler for BHP, but we do know that he is the handmaiden to the Prime Minister and he will do what he is told.

The Prime Minister's taint and bias are unmistakable. He will impose his opinion on Saskatchewan, no matter what, and the premier says that puts jobs, investment and public revenues at risk, $5.7 billion.

When this deal goes sideways, who will pay the bills for a bad decision these Conservatives pushed down Saskatchewan's throat?

Mr. Speaker, 53% of the world's richest reserves of potash are in Saskatchewan. This strategic resource is crucial to farmers, to food production and feeding a hungry world. Its value has only begun to rise.

“This is not a normal market transaction”, says the Premier of Saskatchewan.

Never before in history has a takeover bid involved so much of something as strategic as potash. Why is the government so dismissive of what is so important to Saskatchewan?

Mr. Speaker, to the notion of selling off Canada's vital potash industry, putting half of the world's reserves into the hands of a single foreign company, the Premier of Saskatchewan has been very clear. The answer is no.

Even before the government heard the premier's advice, the Prime Minister tainted the process. He maligned Potash Corporation as non-Canadian.

How can anyone now believe the federal regulatory process will be fair when the Prime Minister, who brags about making all the rules, is so blatantly biased?
